The "diversion-exit" system of doctoral education is an important measure to ensure the quality of doctoral education and to speed up the comprehensive reform of doctoral education.And the "diversion-exit" mechanism has become an important institutional component of the institutionalized construction of foreign postgraduate education and doctoral training system.However,in recent years,the pilot implementation of the "diversion-exit" system of doctoral education in my country is still difficult to implement and rarely implemented.To this end,the practical countermeasures to optimize and improve the "diversion-exit" mechanism of doctoral students are not only an inevitable measure and a realistic strategy for the cultivation of doctoral students in my country,but also a necessary consideration and proper meaning to ensure and promote the institutionalization of doctoral education in my country.First of all,through the historical review and comprehensive analysis of the"diversion and elimination" and "diversion-exit" mechanisms in the field of postgraduate education in my country,the development process of the"diversion-exit" mechanism for doctoral students in my country is divided into germination,emergence,exploration,promotion and dissemination.,transformation and upgrading,institutionalized construction and other five stages.Secondly,based on the "Deming Ring Theory"(the whole-process quality management theory)and the "Smith Model",systematically analyze the national policy documents,school-based regulations and doctoral participants of pilot universities about the"diversion-exit" mechanism of doctoral students in my country.And in-depth interviews,comprehensively,meticulously,rigorously and solidly analyzed the problems and criticisms in the "diversion-exit" of my country’s doctoral education,using the structural paradigm of "grounded theory" in qualitative research,and made a bottom-up analysis of the "diversion-exit" of Chinese doctoral students."The mechanism is comprehensively deconstructed and explained in depth,and through the mechanism analysis of the binding reality factors and the detailed explanation of the logical action mechanism,the logical implication and action model of the"diversion-exit" mechanism for doctoral students is clarified and constructed.Finally,the legal basis of the policy system is strengthened by specially setting the ideal policy and regulation supply strategy;the implementation strategy of the executive agency and the system design is coordinated to build a systematic system design and a clear responsibility boundary;the active response strategy of the target group,actively mobilize and enhance the value consensus of doctoral students and their supervisors;social environment understanding and correction strategies,correcting social ideology and improving social understanding,etc.In-depth discussion on optimizing and improving the "diversion-exit" mechanism of doctoral students Countermeasures and improvement strategies.At the same time,it tentatively builds a reasonable framework and operation path of the "diversion-exit" mechanism for doctoral students,hoping to provide reflections and reference for the improvement,development and innovative reform of my country’s doctoral education system management.
