The establishment and development of a free trade port in Hainan province has led to a wave of entrepreneurship among cultural industry practitioners.The overall plan for the construction of the free trade port in Hainan Province proposes to develop modern service industries,build a national cultural trade base and optimise the taxation policy for enterprises.The national policy proposes to promote market-oriented reforms in Hainan Province and to create a business environment that is rule of law,internationalised and facilitated.As a result of this series of policies,a large number of cultural enterprises have emerged in Hainan Province.The vast majority of these cultural enterprises are mainly intangible services(training),supplemented by cultural products.Looking at the private training market in Hainan,there are still many unsatisfactory aspects,for example,most art training institutions do not have fixed standards for the content of their art training courses,the curriculum is not standardised,the pricing of courses is unreasonable,and the teachers in the training institutions are weak,etc.In addition,there has been a continuous increase in the number of art training institutions in recent years,leading to increasingly fierce competition among art training institutions.Most of the art training institutions are too traditional in their operation strategies and too homogeneous in their operation methods,resulting in the poor operation of art training institutions.As a result of the epidemic and the ’double reduction policy’,many training institutions are even facing the direct question of whether they can continue to survive in the market.Against this backdrop,the biggest issue for cultural enterprises and arts training institutions is how to optimise their products and services to further capture the market and maintain normal operations and development.Therefore,this study takes Hainan Ruifeiyu Culture and Media Co.,Ltd.as the research object,and takes the operation strategy of private art training institutions in Hainan Province as the main research direction.On the basis of the internal and external factors and operation strategies of private art institutions in Hainan Province,it introduces the theory of enterprise operation,designs enterprise operation portfolio strategy based on practical research,conducts in-depth investigation and analysis on the current situation of the private art training market in Hainan Province,and constructs This will enable the development of effective and feasible operational countermeasures to promote the private training market in Hainan Province.
