| In China,natural disasters,accidents,public health incidents and social security emergencies occur frequently,people have suffered serious losses,and social stability and economic development have been challenged.The government has a heavy task of disaster relief.As an important force in disaster relief,social rescue organizations have the advantages of flexibility,diversity,professionalism and diversity.A series of documents such as the Guiding Opinions on Supporting and Guiding Social Forces to Participate in Disaster Relief Work,which clearly proposed to "adhere to government leading and social participation,and establish and improve the disaster relief linkage mechanism between the government and the Communist Youth League,women’s federations,trade unions and social organizations".In Y county thunder rescue team as the case,using semi-structured interview,participatory observation research method,collect detailed and reliable information,understand the current situation of social relief organizations involved in disaster relief,analyze the reality of social rescue organizations involved in disaster relief and causes,put forward crack path,for social relief organizations to better participate in disaster relief advice.Ecosystem theory believes that the interaction between individuals and environment is two-way,emphasizing the coordination and balance between various components of the social system,that the problem is formed in the interaction between individual and environment,theory is committed to seek the support of the system,to promote the dual change of individual and environment,jointly maintain the balance of the whole system.Ecosystem theory perspective is an integrated perspective that examines both internal and external factors.This paper builds an analytical framework to study the participation of social rescue organizations in disaster relief from both internal and external systems.The internal system includes the operation management of social rescue organization,the rescue ability of team members,equipment funds and organizational culture;the external system includes the government management,public evaluation and external cultural environment.It is found that the internal difficulties of social rescue organizations participating in disaster relief mainly include: the mismatch between the team competence and the disaster relief needs,the inconsistency between the original intention of the participation;the main difficulties of the external system include: government coordination and disaster relief,and the social trust and disaster relief expectations.As for the plight of social rescue organizations in disaster relief,the internal system mainly includes: lack of specialized rescue talents,insufficient capital and material equipment,standardized management ability,volunteer responsibility,and external system,mainly:blocked information access and transmission,low government support,government coordination ability,and weak social welfare culture.In view of the above difficulties and reasons,this paper proposes two ways for social rescue organizations to participate in disaster relief,from the internal system,we need to improve professional rescue skills,focus on public welfare fundraising,strengthen internal standardized management,cultivate volunteer sense of responsibility;from the external system,we need to smooth information transmission channels,increase government support,enhance government coordination ability,cultivate the spirit of public service,and play the role of public supervision. |
