| With the separation of management,management and evaluation and the modernization of educational governance,the third-sector education evaluation institution under the background of introducing market mechanism and competition mechanism came into being.However,in recent years,the reports of its negative news have made the society increasingly question the credibility of the third-sector evaluation.The credibility problem has become a constraint on the benign development of the third-sector education evaluation institutions.Building a set of credibility evaluation index system of third-sector education evaluation institutions and giving full play to its functions of supervision,diagnosis,incentive and guidance is of great significance to promote the evaluation institutions to carry out the evaluation objectively,fairly,scientifically and efficiently and establish the external quality assurance system of higher education.This study is divided into five parts.The first part is the introduction,which mainly introduces the research background and significance of this paper,defines the relevant concepts,summarizes the previous research results,and explains the research contents and methods.The second part is the theoretical basis.This study takes signal transmission as the theoretical basis.Based on this theory,in order to distinguish it from poor institutions,high-quality third-sector education evaluation institutions will take the initiative to transmit the signal reflecting the level of credibility to the public through the information disclosure on the official website.The higher the degree of information disclosure,the higher the effect of signal transmission,and the easier it is to be found and identified by the public,The more it can reflect the high quality of the evaluation organization.Therefore,this study organically combines the signal of transmitting the credibility level with the transmission mode,that is,the degree of information disclosure,as the construction idea of the credibility evaluation index system of third-sector education evaluation institutions.The third part is the construction of the credibility evaluation index system of third-sector education evaluation institutions.This study adopts the literature research method.Based on the collection,sorting and analysis of previous literature,from the perspective of information disclosure,drawing lessons from the reasonable core of the credibility evaluation standards of non-profit organizations,combined with the essential characteristics of education evaluation,and consulting the opinions of experts and scholars,this study finally establishes the degree of public welfare information disclosure The degree of professional information disclosure,the degree of self-discipline information disclosure,and the degree of social satisfaction information disclosure are four primary indicators,19 secondary indicators,and the credibility evaluation indicators of third-sector education evaluation institutions,including41 tertiary indicators.Using the analytic hierarchy process,the corresponding index weight is calculated according to the score of experts on the relative importance of each index,so as to complete the construction of the credibility evaluation index system of the third-sector education evaluation institution.The fourth part is the case test of the credibility of the third-sector education evaluation institutions.This study uses the case study method to select institutions A and C,which are well-known to the public and whose main business is university ranking,as the typical representatives of the third-sector education evaluation institutions for measurement,which verifies that the established index system is scientific and practical.It also reveals the current situation and problems of the credibility of the third-sector education evaluation institutions in China from the evaluation results of the two institutions.The fifth part is the countermeasures and suggestions.Starting from the four elements of signal transmitter,signal,transmission medium and signal receiver in the signal transmission mechanism,this part explores the countermeasures to improve the credibility of the third-sector education evaluation institutions,in order to form a fair,objective,scientific and efficient third-sector education evaluation order and consolidate the external defense line of the higher education quality assurance system. |
