Study On The Construction Of Evaluation Index System Of National Fitness Public Service Governance In Sichuan Province

Research Objectives: Placed in sichuan province,the national fitness public service management to the considerations and regulation of governance and good governance,the evaluation index system is built into the evaluation theory and the theory of social indicators to judge and description,and on this basis,construct the evaluation index system of national fitness public service management in sichuan province,sichuan province during the period of "much starker choices-and graver consequences-in" national fitness evaluation governance of public service,Put forward the national fitness public service governance capacity improvement path.Research object: Take the construction process of the evaluation index system of national fitness public service governance in Sichuan province and the empirical analysis of governance effect as the research object.Research tools and methods: NVivo12 Plus,a qualitative research data analysis software,is used for the research tool to encode the collected text materials and obtain free nodes,so as to conduct cluster analysis and initially form a set of pre-selected indicators for the compilation of expert consultation questionnaire.Research methods mainly include Delphi method and AHP analytic hierarchy process(AHP),invited 10 in sports management,national fitness public services representative experts and 12 sports bureau responsible for mass sports workers formed a group of experts,the authority of experts quantization tables and the importance of using familiarity degree judgment according to the table to quantify,It is calculated that the average familiarity degree of the expert group to the research questions and the pre-selected indicators is 0.89>0.7,68.2% of the expert group members judge the importance of indicators from practical experience,31.8% from theoretical analysis,indicating that the expert group has a high degree of authority,and the questionnaire feedback from the experts has a strong credibility.The expert group members’ theoretical wisdom and practical experience were integrated,and the opinions and scores of each expert were obtained in the form of independently issued consulting questionnaires.Then the expert opinions were sorted out,the pre-selected indicator set was modified,and the scores of the expert group were statistically analyzed.Statistical analysis mainly includes the calculation of standard deviation,arithmetic mean and coefficient of variation of each index,and the index is deleted.The function of analytic hierarchy Process(AHP)is to calculate the weight of each indicator by pair comparison method and 1-9 comparison scale.The judgment matrix is constructed by opening SPSSAU and selecting the AHP analytic hierarchy process module in the lower left comprehensive evaluation module.The constructed judgment matrix is input to obtain the weight of each indicator.Results: In accordance with the design principles of sichuan Province national fitness public service governance evaluation index system,the pre-selected index set of Sichuan Province national fitness public service governance evaluation is formed according to the analysis results of NVivo12 Plus on text data and the evaluation index system model of Sichuan Province national fitness public service governance under the guidance of good governance.Through the subjective judgment of experts in the first round of consultation and the standard deviation,average value and coefficient of variation of the second round of expert scoring results,the indicators that do not conform to the opinions of the expert group are revised and deleted.AHP is used to establish the judgment matrix and calculate the weight of each indicator.The evaluation index system of national fitness public service governance in Sichuan province has been formed,including three first-level indicators of governance input,governance process and governance output.14 secondary indicators,including organizational work and policy guarantee,national fitness events and sports population;Whether to realize the nationwide fitness work "3 bring into",the proportion that sports lottery commonweal fund uses at the nationwide fitness work,national constitution monitors the number of stations,average person has sports field area to wait for 50 3 level index,determined each index to judge cent standard and management evaluation comprehensive score calculation method according to index classification.The empirical analysis shows that:during the 13 th Five-Year Plan period,the score of public service governance effect of national fitness in Sichuan province is 89.13 points.According to the established rating standard of public service governance effect of national fitness in Sichuan Province,the rating grade is good.Research conclusions: the national fitness public service governance is brought into the regulation of the ten elements of good governance,governance input to evaluate and promote construction,from the rule of law to improve the national fitness security system,in a transparent way intelligent governance to obtain the national fitness information,by effectively responding to the diverse needs of the people’s fitness;In the process of governance,reform should be promoted by evaluation,public interests should be served efficiently and resources should be used effectively,people should be put first and the whole people should participate in national health,and balanced allocation of public service resources for national fitness should be promoted fairly.The goal pursuit of governance output is to move from cooperative governance to good governance,and it shows the characteristics of governance subject changing from government monism to multi-coordination,governance purpose changing from instrumentality to value,governance means changing from tradition to wisdom.
