Research On The Modern Governance Path Of Public Service Of National Fitness Center In Shandong Provinc

People’s demand for high-quality development and quality of life is increasing.The construction of national fitness public service system is an important part of the development of mass sports.As an important carrier of national fitness public service system,national fitness center also needs to be governed in the direction of modernization.From the perspective of governance,the modernization system of public services for national fitness centers in Shandong Province was established,the theories of the modernization governance of public services for national fitness centers were enriched,the path of the modernization governance of public services for national fitness centers was designed,the research on the governance of public services for national fitness centers was further deepened,and the modernization level of public services for national fitness centers was promoted.Based on the system theory,new public service theory and governance theory,the paper adopts the method of literature,questionnaire,mathematical statistics,analytic hierarchy process and case study.Overall survey was conducted on the number,venue facilities,service content and service price of national fitness centers in Shandong Province,and questionnaires were distributed to the public to investigate their fitness needs and their demand for public fitness centers.The index questionnaire was distributed to the experts.According to the expert scoring and weighting results,the content of Shandong National fitness center public service modernization index system and the weight of various indicators within the system were determined.The index system included 3 first-level indicators,11 second-level indicators and 45 third-level indicators.From the three dimensions of national fitness center service resource allocation modernization,national fitness center service product modernization and national fitness center public service management and operation modernization,the path selection of Shandong national fitness center public service modernization governance path is made.The results are as follows:(1)The overall supply of national fitness centers in Shandong Province is sufficient,the quantity and scale are ideal,and the overall condition of the environment and service price of the major national fitness centers is acceptable.However,the work of the national fitness centers in the renewal and maintenance of venues and facilities should be further strengthened.In Shandong National fitness center,there is a mismatch between supply and demand in venue facilities and service content.(2)Establish the index system of public service modernization of national fitness centers in Shandong Province,determine 3 first-level indicators,11 second-level indicators and 45 third-level indicators,and obtain the weight value of each specific indicator.The most important index in the index system is "modernization of service resource allocation of national fitness center",indicating that the modernization degree of service resource allocation has a great influence on the modernization level of national fitness center.(3)The empirical research on Jinan National Fitness Center,a national fitness center in Shandong Province,shows that: On the whole,the public service modernization level of the National fitness center in Jinan is relatively high,but the modernization level of the four aspects of financial resource allocation,fitness guidance service,competition activity service and sports information service has not reached the level that makes the masses very satisfied,and there is still room for improvement.(4)In order to meet the needs of the people for public fitness services,so that the governance results can truly benefit the people,based on the current development of the national fitness center combined with new concepts,new ideas and new technologies,optimize the resource allocation of the national fitness center,upgrade the public service products of the national fitness center,and improve the social benefits of the national fitness center,To play a more important role in building a higher level of national fitness public service system "under the guiding ideology.The goal is to have more complete facilities and sports equipment functions,improve supporting facilities,enrich service content and service means,diversify organization types and have a stronger sports atmosphere,and follow the principles of people first,innovation-driven,modernization and multi-participation.The three dimensions of governance are to promote the scientific and reasonable redistribution of service resources,accelerate the transformation and upgrading of service and product content,and promote the overall improvement of service quality and efficiency.(5)To strengthen the policy support,improve the system support system,and strengthen the fund support foundation as the guarantee measures for the modernization of the national fitness center public service governance path,to ensure that the path is truly implemented and effective.
