Study On The Problems And Countermeasures Of New Professional Farmers' Cultivation In Keerqin District,Tongliao City

With the rapid process of urbanization and new industrialization in China,the rural labor force,especially the young and middle-aged labor force,has been transferred to the cities in large numbers.The number of labor force engaged in agricultural activities has been greatly reduced,and the quality of agricultural production labor force has decreased significantly.The phenomenon of"part-time,aging and low-culture" is very common.Meanwhile,"who will plant the land" and "how to plant the land"and other problems have become a real problem affecting China's agricultural rural development.The imbalance between the development of industry and agriculture,urban and rural has become a prominent contradiction in China's economic and social development,and under such a realistic agricultural situation,the state vigorously promotes the implementation of the new type of professional farmers' cultivation project to solve the problem of sustainable development of agriculture and ensure the orderly development of rural farmers and improve rural income.Therefore,this paper takes the new professional farmers' cultivation in Keerqin District as the research object to study and analyze,Firstly,based on the current situation of agricultural rural development in China,this paper introduces the research background and significance of the cultivation of new types of professional farmers,and the research methods of this paper are expounded against the current situation of research at home and abroad.Then,to clarify the concept of traditional farmers and new professional farmers,combined with the theory of local government role and the theory of human capital and the theory of public goods and the empirical research based on the Keerqin area,this paper expounds the present situation and effect of the cultivation of new professional farmers in Keerqin District,and analyzes that the existing cultivation object has low willingness to participate,weak organizational strength,the behind of construction of teachers team lags,the uncertain training effect and from the attention of all levels of government,farmers' ideology and training mode analysis of the reasons,to find out the key to the cultivation problem.Finally from the strengthening of publicity,enrichment of the cultivation model,improvement of the construction of the teaching staff,establishment and improvement of the cultivation system and many other angles to put forward the methods of the problem of new professional farmers cultivation in Keerqin District.The research of this paper has theoretical significance for enriching the cultivation field of new-type professional farmers in ethnic areas,solving the problems existing in the cultivation process,and promoting the sustainable development of agriculture in this area.
