| The logic of the choice and application of policy instruments reflects the decision-making behavior of the government and the policy implementation path formulated to achieve the policy goals,as well as the interaction process between policy instruments and administrative and policy environment.The policy of returning college students to start a business is an important part of our policy system,an important mechanism for implementing the rural development strategy,and an important measure to advance agricultural modernization,promote rural development,and perfect the urban-rural integration development system and mechanism.Talent revitalization is the key link of rural revitalization.College students not only have excellent cultural literacy,but also have professional knowledge and technical ability.They are the key target of returnee entrepreneurs.It is of great importance to improve the policy and give full play to the guiding role of policy tools.In order to further study and optimization of college students entrepreneurship policy tools home,this article selects the policies of article 28 of 2008-2021 text as the research object,using Nvivo12 qualitative analysis software of policy text has carried on the arrangement,classification,and statistics,established a two-dimensional analysis framework,the problems existing in the home for college students entrepreneurship policy tools are analyzed,And put forward the corresponding optimization suggestions.The specific contents of the study mainly include the following aspects:Firstly,the evolution process of the policy of returning home entrepreneurship for college students since 1978 is sorted out and divided into four development stages.The period from 1978 to 2002 was the incubation stage of returned-home entrepreneurship policy,the period from 2003 to 2007 was the embryonic stage of returned-home entrepreneurship policy,the period from 2008 to 2013 was the development stage of returned-home entrepreneurship policy,and the period from 2014 to present was the enrichment stage of returned-home entrepreneurship policy.Secondly,according to the classification of policy tools by Roy Rothwell and Walter Zegveld,policy tools are divided into environmental policy tools,supply policy tools and demand policy tools.According to three types of policy instruments,28 policy texts were coded.Thirdly,a two-dimensional analysis framework was created,with the incubation period,start-up period and entrepreneurial development period as the Y-axis,and the environmental policy tools,demand-based policy tools and supply-based policy tools as the X-axis.The dimensions of policy tools and different stages of entrepreneurship were analyzed respectively.Finally,through the analysis and summary of the above contents,the paper puts forward corresponding countermeasures and suggestions on how to optimize the policy tools of college students’ returning home entrepreneurship.Through the analysis of the policy tools of college students returning home to start a business,it is found that:(1)in the dimension of policy tools,the application of the three policy tools is not balanced.Among the policy tools to promote college students returning home to start businesses,supply policy tools were used the most,reaching 53.2%;The use of environmental policy tools accounted for 37.2%;The application of demand-type policy tools was 9.6%,accounting for a small proportion,which failed to balance the push and pull of policy tools.(2)In the dimension of entrepreneurship stage,the proportion of policy tools used is unbalanced.Policy tools accounted for 34.1%and 34.7%in the incubation period and start-up period,respectively.The policy instruments covering all three stages were second,27.1%;The least number of policy tools,only 4.3 percent,targeted the corporate development period alone.This shows that the government pays more attention to the preparation and early stage of college students returning home to start their own businesses,and makes too much effort in these two stages,while ignoring the policy needs in the middle and later stages of entrepreneurship.In view of the above problems,this paper puts forward the corresponding suggestions.First,we should use various policy tools comprehensively and optimize the combination of policy tools to maximize the value of policy tools.Second,enhance the matching degree and pertinence between policy tools and different stages of college students returning home to start businesses,so as to make start-ups grow healthily and robustly;Third,we should increase the support of policies,enhance the coordination ability of various government departments,and ensure the stability and comprehensiveness of the supply of returned-home entrepreneurship policies. |
