An Investigation On The Implementation Of The Policy Of Returning Home To Start An Undertaking For University Graduates In F County

With the increasing number of college graduates every year,the employment pressure of college students is becoming more and more,which has aroused widespread concern of the society.Since li total in 2014 since "public entrepreneurship,peoples innovation",set off a new round of start-ups,countries successively promulgated a series of policies to support college students self-employment home,governments at all levels also developed corresponding support policy,but in the concrete implementation process,from policy,be born to perform,Due to different economic development procedures,regional restrictions,their own abilities and other reasons,the entrepreneurial rate of college graduates has always been low,the success rate is also low.This paper aims to take Smith’s policy implementation process model as the analysis framework,and use the methods of interview,questionnaire and observation to study from the four dimensions of policy content,policy implementation subject,target group and policy implementation environment,so as to investigate the implementation and effect of the return home entrepreneurship policy of college graduates in F County,mountainous area of northern Guangdong,This paper points out that there are some problems in the implementation of College Students’ return home entrepreneurship policy in mountainous counties in northern Guangdong,such as difficult policy implementation,low success rate and poor efficiency.By analyzing the reasons,this paper puts forward that under the background of rural revitalization,we should improve policy management,establish and improve entrepreneurship policy system,and further improve the efficiency of attracting,employing and retaining people.It is suggested that college graduates should be guided to pay attention to their hometown,return to the countryside,through improving entrepreneurship policy,integrating social resources,strengthening college students’ psychological quality,professional ability and entrepreneurship education and training Build the countryside,so as to promote the construction of new countryside,promote the return of labor force,give full play to the initiative of grass-roots governance,and realize the optimal allocation of social resources,so as to improve the effective implementation of the return and entrepreneurship policy of college graduates.
