The institutional environment embedded in the process of migrant workers returning home to start a business is a key factor for migrant workers to obtain entrepreneurial resources and improve the quality of returning home to start a business.However,in the same institutional environment,the entrepreneurial behavior of different individuals is quite different,and the existing research fails to effectively analyze the logic behind this phenomenon.Therefore,based on the perspective of gender differences,this study explores the quality path of institutional environment-driven migrant workers ’ returning home entrepreneurship,which is helpful to improve the quality of returning home entrepreneurship and give full play to women’s ’ half of the sky ’ role in promoting rural revitalization.From the perspective of gender differences,based on the literature review of gender differences in entrepreneurial institutional environment,quality of returning home entrepreneurship and entrepreneurial behavior,combined with institutional theory and gender theory,this study constructs a theoretical analysis framework of institutional configuration of returning home entrepreneurship quality,and uses fuzzy qualitative comparative analysis method to analyze the necessary conditions,conditional configuration analysis and configuration condition synergy analysis of the survey data of 211 returning migrant workers.The results show that :(1)single institutional environment factors such as government guidance,financial empowerment,policy incentives,value orientation,social trust,and cultural consciousness cannot constitute the necessary conditions for the high quality of migrant workers returning home to start their own businesses.However,financial empowerment and social trust are two key factors for male migrant workers to improve the quality of returning home to start their own businesses.Policy incentives and value orientation are the key factors for female migrant workers to achieve high quality of returning home to start their own businesses.(2)There are many alternative variables in the interpretation of the quality of returning home entrepreneurship by cultural consciousness factors,that is,cultural consciousness factors can replace government guidance and value orientation factors to drive the quality of returning home entrepreneurship of male migrant workers,and can also replace policy incentive factors and social trust factors to drive the quality of returning home entrepreneurship of female migrant workers.(3)Among the male migrant workers returning home for entrepreneurship,there are four high-quality entrepreneurship paths,including government guidance-financial empowerment-social trust joint drive,financial empowermentvalue orientation-social trust joint drive,government guidance-cultural consciousness dual drive,financial empowerment-social trust-cultural consciousness joint drive;(4)In the group of female migrant workers returning home for entrepreneurship,there are two high-quality paths for returning home for entrepreneurship,namely,policy incentive-value orientation-social trust joint drive and government guidance-financial empowerment-policy incentive-social trust joint drive.Based on the above conclusions,this study proposes the following policy recommendations : First,broaden the degree of financial empowerment and ease the financing constraints of returning home entrepreneurship;the second is to improve the level of social trust and optimize the allocation of entrepreneurial resources;thirdly,strengthen policy incentives and value guidance to narrow the gender differences in returning home entrepreneurship;fourth,improve the level of cultural consciousness of returning migrant workers and give full play to the synergistic substitution effect of cultural consciousness.
