Text Analysis Of Entrepreneurship Policies For College Students In Guangdong Province (2003-2021)

The "mass entrepreneurship and innovation" is the new warning to promote China’s economic development,and college students,as an important part of the innovation and entrepreneurship,have attracted the attention of people from all walks of life.The employment situation of college students in the context of mass higher education is severe,and many college graduates are facing the problem of "employment difficulties".Guangdong Province,in order to solve the employment pressure brought by the expansion of colleges and universities,has influenced the entrepreneurial activities of college students by formulating policies,regulations and measures.Based on the important role of college students’ innovation and entrepreneurship in solving the employment problem and realizing the employment driven by entrepreneurship,the government of Guangdong Province has provided various preferential policies and service conditions for college students’ entrepreneurship through a series of policies related to the support of college students’ entrepreneurship,so as to guide and support the entrepreneurial activities of college students in Guangdong to the maximum extent.This paper focuses on the entrepreneurship policy of college students promulgated in Guangdong Province.Firstly,the relevant theories involved in the research process are analyzed.These include policy instrument theory,government function theory,entrepreneurial system theory,etc.,which are the main theories that can be used in the research of innovation and entrepreneurship support policies,and the analysis of these theories lays the theoretical foundation for the research of the article;secondly,the analysis of the current situation of the entrepreneurship policies of college students in Guangdong Province is conducted.Based on the history and transmutation process of college students’ entrepreneurship policies,this paper selects a total of 58 policy texts related to college students’ entrepreneurial activities promulgated by the government of Guangdong Province from 2003 to 2021.The analysis through the perspective of policy tools and the perspective of policy issuing subjects concludes that,firstly,the government does not support college student entrepreneurs enough in terms of tax incentives and financial finance;secondly,the government lacks policy support for college student entrepreneurship training and entrepreneurship technology;thirdly,the policy implementation rules involve different leading and participating departments,poor coordination between departments and difficulty in policy implementation,and the policy implementation process lacks The lack of a unified department responsible for the implementation of the policy inevitably generates certain conflicts;again,we analyze the problems in the entrepreneurship policy for college students in Guangdong Province.It is found that the current entrepreneurship policy of college students in Guangdong Province mainly has six problems,such as poorly targeted entrepreneurship training policy,insufficient entrepreneurial skills of college students,obvious lack of preferential taxation policy,weak development of entrepreneurial financing policy,insufficient government procurement and service outsourcing policy,and many government executive agencies and poor policy implementation effect.system mechanism,enriching the diversification of policy forms,establishing systematic coordination mechanism of college students’ entrepreneurship policies,strengthening the system of government pulling entrepreneurship policies,widening the financing channels of college students’ entrepreneurship,increasing the preferential taxation policies of college students’ entrepreneurship,strengthening the top-level design of the government to realize the coordination and unity of departmental subjects,etc.,in order to optimize the policies supporting college students’ entrepreneurship in Guangdong Province,so as to improve the rate and survival rate of college students’ entrepreneurship.
