Research On The Obstructive Factors And Promotion Strategies Of The Implementation Of Credit Mutual Recognition System In Colleges And Universities In China

The mutual recognition system of college credits is a foreign system that can learn from Europe and America.It meets the requirements of college students’ autonomous learning,fully respects students’ initiative in charge,and forces local colleges and universities to actively reform and respond to improve the quality of higher education,which is in line with the development interests of universities in the region and is conducive to promoting Chinese colleges and universities to actively integrate into the development trend of higher education internationalization.For many years,China and education departments at all levels have been issuing various policy opinions to promote the development of the credit mutual recognition system in China,but the introduction of the system has not promoted the development of the credit mutual recognition system in China.Therefore,it is very necessary to study the development of credit mutual recognition system in China.Based on the development concept of credit mutual recognition system,this paper will explain and discuss the system concepts of academic year credit system and complete credit system,credit bank system and credit mutual recognition system.With the text research method as the main research method,this paper analyzes and studies the text information publicized by official website of the Ministry of Education,official website of provincial education departments,official website of colleges and universities and official website of colleges and universities.Combined with the news released by media channels,The following nine practices of credit mutual recognition system are selected as the main cases of development research:Beijing Xueyuan Road University Community,Shanghai Southwest University Community,Shanghai Northeast University Cooperative Teaching Group,Guangzhou University City University Alliance,Shaanxi Five Presidents’ Alliance,Nanjing Xianlin University City Undergraduate University Teaching Alliance,Henan Five Universities’ Credit Mutual Recognition Framework Agreement,Three Provinces and One District University Alliance and East and West University Curriculum Sharing Alliance.Through the analysis and discussion of nine mutual recognition practices,it is considered that the practice of mutual recognition of credits in China mainly has the following five characteristics: the practice of mutual recognition of credits is less affected by policies,the scope of practice is usually concentrated in the same area,the course fee and free mode coexist,the university alliance is dominated by universities of the same level,and the development model of strong and weak promotes the development of university alliance.Combining with the literature research method,through the analysis of a large number of documents and master’s and doctoral papers,and combining with interviews with teachers,leaders and students in colleges and universities,this paper takes the interview method as a supplementary method to the development problems and obstacles,and holds that there are four main development problems in China’s university alliances at present: the development of alliances is not smooth,the practice scale of mutual recognition of credits is limited,the number of courses is small,and the cooperation form of mutual recognition of credits is single.At the same time,it is concluded that the formalism of policy,the difference of credit execution standards,the obstacle of academic year credit system,the limitation of college identity barriers and the lack of college security system are the main obstacles to the development of credit mutual recognition system in China.The research shows that in order to promote the further development of China’s credit mutual recognition system,it needs the joint efforts of the state,education management departments and universities.The state should improve the mechanism of credit mutual recognition and formulate the national credit mutual recognition standards.The education management department should strengthen the publicity of the credit mutual recognition system,support the establishment of the credit mutual recognition alliance in colleges and universities at the same level,and promote the integration of modern information technology and the credit mutual recognition system.Colleges and universities should speed up the reform of the complete credit system,establish a teacher development system with mutual recognition of credits,and establish a student security system with mutual recognition of credits.However,it is undeniable that due to personal ability,the research on the credit mutual recognition system is still insufficient in breadth and depth,limited by objective conditions and lacking of on-the-spot investigation on the alliance.The development of credit mutual recognition system needs further study by later scholars.
