With the continuous development of China’s higher education and the advancement and enrichment of scientific and technological means,the establishment of a cross-school course selection and credit mutual recognition mechanism has become an inevitable trend of cooperation between universities and sharing of educational resources.In the past few years,colleges an d universities in China have developed and accumulated some experience in the construction and operation of the mutual credit recognition mechanism,although more and more regional colleges and universities have carried out cross-school course selection cooperation and have established inter-school Credit recognition mechanism,but there are still some problems and deficiencies.Heilongjiang Provincial Department of Education plans to initially establish a mechanism for mutual selection of courses and mutual recognition of credits by 2020.In order to achieve a comprehensive deepening of education reform,explore the establishment of a variety of learning achievement recognition mechanisms,establish a learning outcome recognition and conversion system that conforms to the characteristics of Heilongjiang Province,promote horizontal communication and vertical integration of various types of education,and promote the construction of universal learning and lifelong learning Learning society.This article starts with the background,purpose,and significance of establishing a credit recognition mechanism in Heilongjiang Province,collects and sorts out related literature,and formulates relevant research methods and research technology routes;it selects mechani sm design theory,strategic alliance theory,and system management theory.Great theoretical basis,comprehensive comparison and analysis of the teaching conditions,faculty and school level of the four "double first-class" universities in Heilongjiang Province,discuss the basis and status of the establishment of the mutual credit recognition mechanism of the four universities,and then analyze the current Heilongjiang The problems faced by the establishment and development of the provincial credit mutual recognition mechanism: inconsistent platform selection,inadequate curriculum types,uneven distribution of courses,unclear teacher responsibilities,and insufficient publicity.And conducted a questionnaire survey on teachers and students of ten colleges and universities of different levels in Heilongjiang Province to analyze the willingness of teachers and students to participate in the mutual recognition mechanism of credits and the influencing factors;using descriptive statistical analysis methods,ab out 70% students are interested in participating in the credit mutual recognition mechanism and the factors that affect the student credit mutual recognition mechanism are platform operating factors and policy and institutional factors;using the principal component analysis method,the analysis of the student credit recognition mechanism and the participation in the survey The understanding,participation and interest of the four schools were scored and ranked,and the results were basically consistent wit h the actual development level of the four schools.Next,a comparative analysis of the development status of credit recognition in European and American universities and the four places in Guangzhou,Wuhan,Jiangxi and Henan with relatively complete mutual recognition development is carried out.Their characteristics are summarized,their advantages and disadvantages are analyzed,and the establishment of Heilongjiang Province and The development of mutual credit recognition mechanism provides relevant reference.Then summed up the countermeasures to promote the construction and development of the credit mutual recognition mechanism in Heilongjiang Province: combine the actual situation to build a reasonable inter-school strategic alliance,build a strategic alliance cooperation between different levels of universities,build a rigorous university strategic alliance rules system,establish a unified Organize a coordinating committee,choose a unified teaching platform,increase the number of courses in each subject category,formulate unified,scientific,and reasonable credit recognition and conversion rules,provide unified training for teachers,and do good publicity and detailed services.
