During the course of global development of higher education internationalization, The situation that different schools allow students to elect other schools’ subjects and exchange of learning gives rise to the emergence and development of credit recognition. Mutual recognition of credits break the closed state in the field of education, which make students have more chances to contact with other colleges’ education high quality resources, to expand international vision and enhance international competitiveness. According to the theory of the modern university teaching management, teaching management in colleges and universities need to adhere to the people-centered value orientation, take the students’ development needs as a management goal, protect the students’ academic freedom. Credits recognition practice humanism educational thought, make students have the right to choose and provide a more broad space to enrich the students’ knowledge structure and enhance the students’ comprehensive ability.This article is the research on the University exchange students credits recognition’ teaching management policies and their implementation, compiled the credits recognition policy of several universities in China and make comparative analysis from different dimensions. At the same time, choose the exchange students credits cognition situation in Zhejiang normal university as a case study, the dissertation is divided into five parts as a whole:The first part is an introduction, which contains a brief introduction of the research’ background, significance, content, problems, thinking and methods, summarizes domestic and foreign research on the credit recognition, and defines the core concepts. The second part mainly elaborated related theory about the university exchange students’ credits recognition teaching management research, mainly including credit system and the system of credits mutual recognition, participatory management theory and people-oriented teaching management theory, which lay a solid theoretical foundation for subsequent research.The third part mainly introduces background, practical significance and policies of credits recognition’ implement in universities. The background of policy implement mainly includes two aspects:the development of higher education internationalization and the condition of mutual recognition of credits both at home and abroad. Practical significance mainly analyze the necessity of the implementation of the credit recognition from promoting inter-school curriculum elect and college common development. Besides, this part lists domestic several universities’s current credit recognition policy, gives a comparative analysis on different university’s policies from credits recognition’ time, principle and credit conversion methods, and find their similarities and differences.The forth part, firstly makes an analysis of Zhejiang Normal University’ existing credits recognition policy to understand the credit recognition’ time, object, principles and requirements, basic approach and operation process. Then make a questionnaire survey on the exchange students in Zhejiang Normal University who study abroad (border) in the autumn of2011and spring of2012, make an interview survey on the parts of exchange students and teaching management staff. According to the statistical analysis of survey data, explicit present overall situation of exchange students management work promotion in Zhejiang Normal University and find five aspects of problems:teaching management informatization level is not high; teaching management communication mechanism is not wholesome; rigid teaching management system and the exchange student learning freedom is limited; teaching management research is insufficient and review learning way is not reasonable; students’ right of participating in the teaching management is limited. On the basis of understanding present situation and problems, analyze and summarize the main reason of causing these problems, consists of five factors:management means have insufficient innovation, management concepts lack flexibility, inadequate organization relationship, insufficient theory study and weak democratic consciousness.The fifth part puts forward countermeasures and suggestions which ensure the exchange students credit recognition work carried out smoothly, such as consummate teaching management policy, giving full play to the advantages of network management, create a benign communication environment, optimize teaching management team construction and protect the rights of students’ participating in teaching management.The focus of this study was the problems about exchange students in colleges and universities credit recognition management policy and its execution, hope that the theoretical exploration and empirical research on this issue can has have certain enlightenment and reference significance on making reasonable policy and improving management efficiency in colleges and universities.
