| Population aging is a common problem faced by all countries in the world.It is a general rule of social development to a certain extent.In recent decades,thanks to the improvement of medical technology and living standards,people are living longer and longer,resulting in an aging population structure.However,while aging brings negative effects to the society,it also brings some new opportunities.For example,in Japan,the vigorous development of pension service will become an important economic growth point.At present,the mode of pension from family pension to home pension is adapted to the changes of The Times.In this regard,home care service is expected to become an important breakthrough to solve the problem of aging.Currently,Japan is the oldest country in the world.As a neighboring country,we share some similarities when it comes to elderly care.Although China spends less time than Japan to enter the deep aging society,Japan already entered the stage 30 years earlier than our country.In recent decades,Japan has been exploring and hammering home care services,and has achieved remarkable results.For China,which is still in the initial stage of home care services,it will also face similar obstacles and difficulties in the development of home care services as Japan.Therefore,it is of great significance to study the mechanism of Japanese home care service.From the international perspective,Japan has cooperated with most countries on the pension industry.The perfect industrial structure is an important point for the cooperation between countries,and it also ranks very high in the import ranking of countries.From this perspective,the development momentum of Japan’s pension industry is good.In Japan,there are perfect laws and regulations on home-based care services,which provides a cornerstone for promoting the rapid development of home-based care services and stabilizing the quality of services.In addition,the proportion of home-based care services in the total domestic services in Japan continues to rise year by year,which also proves its good development status.Therefore,based on the two aspects of the study and the existing problems of Chinese home care service,it proposes the reference point and enlightenment of the mechanism of Chinese home care service from the aspects of laws and regulations and industry.From the perspective of laws and regulations,China should improve the overall endowment insurance mechanism as soon as possible.In addition to endowment insurance and long-term care insurance,the addition of commercial insurance can make up for the deficiencies of social insurance,and build a multi-level and diversified home care support system to support the development of home care services through multi-subject cooperation.From the industry level,China should set up related professions and strengthen the training of care professionals,improve the service quality evaluation mechanism,so as to improve the quality of service supply,promote the technology,facilitation and informatization of home care services,and strengthen international cooperation with other countries in the field of home care services,constantly improve the service mechanism of home care services and promote the construction of high-quality service system. |
