Research On The Development Strategy Of The Marine Fishing Industry In Liuheng Island,Zhoushan City

Sea fishing is a marine leisure activity that brings physical and mental pleasure to people while also promoting the development of the marine economy.In many developed countries around the world,the sea fishing industry is an important pillar of their marine fisheries economy.Sea fishing is also one of the important forms of modern leisure fisheries,and its long industrial chain can drive the development of marine tourism,fishing gear manufacturing,bait production and other industries,which is of great significance in promoting the transformation of the traditional coastal fishing industry into secondary and tertiary industries,reducing the intensity of marine fishing and protecting marine fishery resources.Liuheng Island is part of Liuheng Town in Putuo District,Zhoushan City,Zhejiang Province,and has a long history of coastal fishing and sea fishing activities,which has laid a solid foundation for the development of the sea fishing industry.At present,the sea fishing industry on Liuheng Island has gained some momentum and has played a leading role in driving the transformation of the local fishery economy,but it is still worth exploring how to carry out targeted industrial development strategies in the new situation.To this end,this paper examines the following aspects:Firstly,this paper uses the PESTEL model to conduct a comprehensive analysis of the current situation of the development of the sea fishing industry on Liuheng Island in Zhoushan City from six dimensions:political factors,economic factors,social and cultural factors,technological factors,environmental factors and legal factors,and finds that:the development of the sea fishing industry on Liuheng Island has taken shape and is on the eve of scale,and has achieved good social and economic benefits.Subsequently,with regard to the current situation of the sea fishing industry on Liuheng Island,it is found that there are problems in the development of the industry such as the industry supervision system needs to be improved,the infrastructure is not perfect,the safety supervision is insufficient,the degree of industrialisation is not high,and the sustainable development conflicts with the protection of the environment.The main reasons are that the current laws and regulations are outdated,fishermen are in a difficult position to switch to other industries,social forces have not been activated,sea fishing enterprises lack a clear strategic positioning,and the environmental awareness of tourists and anglers needs to be improved.Finally,in view of the current problems of the sea fishing industry in Liuheng Island,five strategies for the development are proposed:(1)Strengthen policy support and support.This can be achieved by establishing a sound management system for sea fishing,increasing financial support,increasing financial support and growing the talent team of the sea fishing industry.(2)Improve the construction of the sea fishing industry system.The first is to improve the development support of the sea fishing industry,the second is to optimize the industrial structure and industrial layout,the second is to promote the extension and expansion of the industrial chain,and the last is to accelerate the construction of the international sea fishing park.(3)Innovate the mechanism of integrated development of sea fishing industry.First,focus on the combination with festivals and exhibitions,second,focus on the combination with the development of related derivative industries,and third,strengthen the promotion of sea fishing for all.(4)Promote the benign and orderly development of the sea fishing industry.Mainly to effectively implement the ecological environmental protection of sea fishing,strengthen the construction of sea fishing safety supervision system and strengthen the self-regulation of sea fishing industry norms.(5)Improve the construction of supporting infrastructure.This can be achieved by promoting the construction of supporting facilities for the industry and building an information management platform for the sea fishing industry.
