Research On The Adaptability Of The Theory Of Three Industrial Upgrading

With the improvement of China's economic development level and the deepening of international economic integration,the issue of industrial upgrading seems to have become an urgent problem for China's current economic development.Under the guidance of the three industrial upgrading theories,the development level of the tertiary industry has become an important indicator for measuring the stage and level of regional economic development.Therefore,local governments at all levels have introduced relevant tertiary industry supporting policies to improve the level of tertiary industry development in the region.However,it is the level of economic development that truly represents the well-being of the people.Does the high level of tertiary industry development have a correlation with the level of economic development? Is the theory of three industrial upgrading really a universal theory of universality? If we want to clarify the true scope of application of the three industrial upgrading theories,we should start from the consistency and correlation of the level of development of the tertiary industry and the level of regional economic development,to observe the difference in relevance at such different aspects.Therefore,in the future,governments at all levels can be offered advice and suggestions on policy formulation of industrial restructuring.This paper mainly analyzes the correlation between the development level of the tertiary industry and the level of economic development,and selects the proportion of the added value of the tertiary industry and the per capita GDP as the measure of the development level of the tertiary industry and the level of economic development,thus to make a bivariate correlation analysis of these two indicators,in order to draw inconsistent conclusions at different levels(countries of the world,provinces of China,cities of Henan Province).Then,according to the regional characteristics of China's industrial model,the four provinces(Jiangsu Province,Henan Province,Gansu Province and Jilin Province)were selected to analyze the influencing factors of the tertiary industry development level in eastern,central,western and northeastern regions of China.Through the analysis of the correlation between the development level of the tertiary industry and the level of economic development at different aspects,author found that: In the past years,the level of development of the tertiary industry is related to the level of economic development;but from the perspective of space,the correlation between the level of development of the tertiary industry and the level of economic development is related when the world as a whole.Also they are related in large countries,medium countries and small countries,and are not relevant in developed countries and developing countries.Except for municipalities,provinces and cities in China are related in these two indicators.The counties and cities in Henan Province are irrelevant and have a negative correlation after reducing the impact of the secondary industry.It shows that in terms of space,the higher the regional level,the more likely the level of development of the tertiary industry and the level of economic development are related.Then,in the analysis of the factors affecting the development of the tertiary industry in different regions of China,it is found that the per capita income level has no significant impact on the development level of the tertiary industry in various regions of China,and the development of the tertiary industry in different regions have obvious different influencing factors.Therefore,from the perspective of tertiary industry development and economic development,the three-industry upgrading theory is applicable at the national level and not fully applicable below the provincial level,indicating that this theory is required to be established within a relatively complete economic scope.Governments at all levels should take the country as a main body of interest when formulating industrial policies.According to the unique geographical advantages of the region,rational adjustment of industrial structure cannot be carried out across the board.When developing the tertiary industry,it is not possible to blindly increase the proportion of the tertiary industry.Objectives,to support the tertiary industry without hierarchy,should understand the intrinsic motivation of the development of the tertiary industry in the region,and can do more with less.
