Research On The Contribution Of Higher Vocational Education To Economic Growth In Heilongjiang Province

The new normal of economic development requires that regional economic development should speed up structural reform and realize the conformal development goal of transforming quantity economy into quality economy.The key of high quality economic development in Heilongjiang province lies in the strategic adjustment of economic structure and the transformation and upgrading of industrial structure,which will inevitably bring about the changes of talent demand structure and talent supply structure.As the main front of training highly skilled talents,higher vocational colleges play an important role in meeting the needs of economic and social development.The economic development of Heilongjiang province can provide material guarantee and policy support for higher vocational education and promote its high-quality development.Higher vocational education can provide high quality technical talents,technical and intellectual achievements consistent with the economic development of Heilongjiang province,and escort the economic and social development.This paper collates and analyzes the higher vocational education and economic data,so as to summarize the situation of higher vocational education and economic development in Heilongjiang province.Based on the theory of educational economists such as Denison what education can improve the quality of labor force by improving the quality of workers,thus affecting the input of labor force.By introducing education as a factor,labor input is decomposed into initial labor and education input,and a new Cobb-Douglas production function model is constructed.The contribution rate of education to economic growth was calculated by selecting relevant data such as composition of employment level and gross regional product of Heilongjiang province from 2005 to 2019,and the economic growth rate caused by the development of higher vocational education was further separated.Through comparative analysis of the contribution rate of higher vocational education to economic growth of other provinces and regions throughout the country,it is concluded that the contribution of higher vocational education to economic growth in Heilongjiang province is low.It can be seen from the analysis that the reasons for the low contribution of higher vocational education to economic growth in Heilongjiang province are as follows:higher vocational education fund input is insufficient,and the source is unbalanced;the student cultivation of higher vocational education decouples from industrial demand,the discipline setting and development strategy is disharmony;the talent absorption capacity in Heilongjiang province is weak,the outflow of high-tech talents is serious;the society has misunderstandings of higher vocational education,higher vocational education graduates have less job opportunities.In view of the above problems,the corresponding solutions are put forward:complete the guarantee mechanism of higher vocational education in fund investment,broaden the source channels of higher vocational education fund;optimize the cultivation structure of higher vocational education in industrial talents,dynamically adjust the specialty setting of higher vocational colleges;improve Heilongjiang province talent development advantages,create ecological environment for talent development in Heilongjiang province;reform the development system of higher vocational education,create favorable atmosphere for construction of higher vocational education.
