Study On The Role Practice Of Street Social Work Stations In Grassroots Social Governance

In the context of grassroots social governance innovation,street social work stations have become an indispensable new force in grassroots social governance by helping to improve the capacity and level of grassroots social governance with the professional advantages of social work.Of course,street social work stations are still in the exploratory stage of construction start-up,and localities tend to focus more on the overall promotion of social work station operation,ignoring the systematic thinking of its participation in the process of grassroots social governance.Therefore,it is of great theoretical value and practical significance to carry out research on the role and practice of street social work stations in grassroots governance,to understand the specific action logic of street social work station construction,to realize the healthy development of street social work stations,to promote grassroots social governance innovation,and to build a grassroots social governance community of common construction,common governance and sharing.Based on social role theory,this study uses "institutional embedding-governance context-role action" as the analytical framework,adopts observation and interview methods,and systematically explores the role perceptions,role expectations and role tensions of street social work stations in grassroots social governance through a field study of H street social work stations in Tianjin.The study reveals the deviations between the "natural" and "real"roles of street social work stations,and then proposes corresponding strategies according to their role practice dilemmas.The study finds that,as a new social governance subject,the street social work station has become an important force in China’s grassroots social governance system,and its role practice process is also the process of social work taking root and growing in China’s local field.First,street social work stations in grassroots governance carry the role expectations of multidimensional subjects such as purchasing subjects,service recipients and undertaking units.On the one hand,street social work stations bear the expectation of professional power in grassroots governance,and need to provide professional services for service recipients with their own professional knowledge to supplement the lack of original civil affairs work,so as to promote the construction of street social work stations suitable for localized development.On the other hand,street social work stations should,to a certain extent,take on and reduce the burden and pressure of civil affairs work,and meet the needs of service recipients while also taking on the expectation of conveying their interests and demands.Secondly,in adapting to their roles,street social work stations have deviated from the established expectations.To varying degrees,they focus on short-term brand building and quick completion of target tasks,and they have the path dependence of following the original role and behavior habits of the undertaking organizations,accommodating the role expectations of different social actors for street social work stations,thus weakening their self-knowledge and professional ability.Thirdly,the governance context and the contextual definition of each social subject structure the process and results of the role practice of street social work stations.Based on the real situation and action field of grassroots social governance at the present stage,the street social work stations will adopt a power-change role practice according to the role expectations assigned by different subjects.The imperfect arrangement of the grassroots social governance situation,the asymmetric interaction of "adapting","pleasing" and "helpless" among the social governance subjects,and the professional dynamics of the street social work stations themselves all affect the role of street social workers.The lack of professional vitality of street social work stations has affected the realization of the role of street social work stations in grassroots social governance.In conclusion,it has not been long since the construction of street social work stations,and all relevant subjects have expectations for them from different positions.In order to find a reasonable balance between role expectations and role deviations,street social work stations in grassroots governance need to adopt a composite role adjustment strategy that is both localized and specialized.Firstly,it is necessary to base on the local context and optimize the scenario of street social work stations’ participation in grassroots social governance;secondly,it is necessary to maintain a balanced interaction with various social actors that is suitable for local development;thirdly,it is necessary to maintain a continuous professional endogenous power to meet the professional needs of street social work stations’ participation in grassroots social governance.
