Research On The Operation Mode Of Urban Grassroots Social Work Stations Under The Background Of Modernization Of Grassroots Governanc

The social work station is an important carrier to accurately implement the work of people’s livelihood to the grassroots and the masses,an important means to consolidate basic livelihood security,improve grass-roots public services,and innovate grass-roots social governance,and also a useful exploration to build a benchmark of people’s well-being and improve people’s well-being.In 2021,the Ministry of Civil Affairs proposed the goal of basically achieving full coverage of social work stations by the end of the "14th Five-Year Plan".The ninth part of the report of the 20 th CPC National Congress also put forward higher requirements for improving the basic public service system and improving the level of public service.It is urgent to strengthen the practical research of township(street)social work stations in order to form a relatively systematic knowledge pedigree and research framework and promote the overall development of social work stations in China.Based on the field research of the social work station in Guan zhuang District,Beijing,and centering on the central topic of "How to scientifically and systematically promote the modernization of social work stations",the author operationalized the operation mode into four major items,namely,the goal of station construction,site infrastructure construction,business development methods,and business operation and maintenance methods,and analyzed the different aspects of each major item.The study found that the social work stations in this region basically formed a personnel organizational structure with a community director(secretary)who was admitted as a social work teacher as the station master,internal and external supervision and coordination,and certified social workers as the main site members,with the participation of local social work talents and community volunteers;The management mode of party committee leadership and government guidance;Cultivate a service model for community organizations to claim projects;The evaluation mode of multi-party participation and acceptance by third-party institutions;Explore the talent cultivation mode of local talents and pay attention to employee construction.In a word,on the basis of distinguishing four operation modes of social work stations,namely "outsourcing mode","full-time direct employment mode","part-time administrative mode" and "mixed mode",the author believes that the operating mode of social work stations in Guan zhuang District can be referred to as the "site self operation" mode,which mainly refers to the purchase of services by the Civil Affairs Bureau,the acceptance of services by social work service centers,and the provision of services by social work stations through community social organizations.It is different from the "outsourcing" mode in which social work institutions enter and establish stations.The social work station in Guan zhuang District has achieved remarkable results in improving the well-being of disadvantaged groups,improving the effectiveness of community governance,cultivating community social organizations and social work talents,and improving the recognition of residents for social workers.Moreover,it has initially formed experience in establishing websites based on demand orientation,difference,method accumulation,formulation of norms,promotion of autonomy,and brand development.However,there are shortcomings such as unclear responsibilities of site personnel,the need to improve the quality of professional services,a shortage of professional social workers and difficult promotion,unstable talent echelons and a shortage of supervisory personnel,and an incomplete evaluation system.Therefore,the author proposes to focus on the main business and avoid excessive administration;Improve institutional mechanisms and provide professional,local and refined services;Establish a dual promotion mechanism,cultivate local endogenous forces,and promote the sustainable development of talent;Establish a supervision talent system and continuous training mechanism to stabilize the talent echelon of social workers;Improve the supporting evaluation system,promote multi-dimensional effectiveness and other policy recommendations.Strive to provide practical case experience for the research of social work stations in the north,and promote the in-depth development of the construction of social work stations.
