Social Work Participates In Grassroots Social Governance Professional Discretionary Research

The change of social management to the concept of social governance has provided a broad space and platform for social work to participate in grassroots social governance.At the same time,how social work participates in grassroots social governance has also received increasing attention.From the original government's one-off "consolidation" to the current "multi-subjective" "coordinated governance," there has been a profound change in basic social governance.Social work has been introduced into China by the West.Rooted in the grassroots,its unique professionalism has gradually become an important participatory force in grassroots social governance.However,judging from the current situation of grassroots social governance,its functions are faced with many problems,and it is still in a weak position in interaction with major governance entities.The situation is not ideal.After discovering that front-line social workers face professional difficulties in the process of participation in grass-roots social governance through field participation,observation,and interviews,they associate with the street officials who are the policy-holders of welfare policy,and the freedom from street officials.Judging from the perspective of discretion,by comparing the street bureaucrats described by Lipsky with professional social workers,the biggest difference between the two is the size of discretion.After discussing the rationality of the professional discretion of social workers,the paper analyzes the practice cases,explores the characteristics of the interaction between the grassroots social governance entities,and points out that the professional development of social workers encounters the bottleneck of lack of professional discretion.,And comprehensive research,from the perspective of cultivating professional discretion to try to build a healthy mode of operation,truly decentralized to social workers,to clarify the relationship between governance subjects,clear boundaries between power and work.This article is elaborated in four parts.The first part of the introduction elaborates the background of the research and the significance of the research.It leads to the focus of the article.At the same time,through the combing of relevant literature,we understand the current domestic and international research on street discretion and social work participation.The Present Situation of Research on Grassroots Social Governance Research.The second part focuses on explaining the reasons why the author introduced the discretionary power of street bureaucrats into the social work field,and analyzed the similarities and differences between the two,seized the common ground of both"political and social attributes",and explored the society in the light of the reality.The significance of the reasonable existence of workers' professional discretion.The third part is to analyze the practice cases.After summarizing the interactive features of the governance body,the fourth part is elicited.In the last part of the paper,the author tried to put forward a "central,three-mechanism" professional discretionary training mechanism to provide further consideration for the professional value of social workers in the current grassroots social governance.
