Driven by the 2022 Beijing Winter Olympics,China has achieved the primary goal of driving 300 million people to participate in ice and snow sports.In order to achieve subsequent development,multiple ministries and commissions in China have jointly issued the "Development Plan for Ice and Snow Sports" and the "National Ice and Snow Field Facilities Construction Plan".Heilongjiang Province has successively issued documents such as the "Development Plan for Ice and Snow Tourism Industry in Heilongjiang Province(2020-2030)" and the "Special Plan for Ice and Snow Tourism in Heilongjiang Province",Strive to develop the province’s ice and snow tourism industry as the preferred ice and snow tourism destination in China.However,with the development of the ice and snow tourism industry in Beijing,Tianjin,and Xinjiang,the domestic ice and snow tourism market has gradually changed,and the indoor ice and snow industry in the south has also emerged,winning many favor.In the context of opportunities and competition,Heilongjiang Province needs to vigorously develop its own advantages and improve its shortcomings if it wants to break through and become a leader in China’s ice and snow tourism.How to determine its own advantages and disadvantages and correctly evaluate the current situation of ice and snow tourism industry in Heilongjiang Province requires the establishment of a reasonable evaluation index system.Based on the diamond model,this article uses the Delphi method and literature review method to construct the competitiveness evaluation system of Heilongjiang Province’s ice and snow tourism industry,aiming at resource conditions,demand conditions,corporate structure strategy and competition,relevant supporting factors,and five major factors of government.It selects representative indicators of traditional tourism industry,such as A-level scenic spots,travel agencies,star hotels,and representative indicators of ice and snow tourism,such as temperature,snow fields,There are 23 specific indicators in total.Collect indicator data from 31 provinces and municipalities directly under the central government in China,and conduct comparative analysis using comparative advantage theory and competitive advantage theory.In order to determine the weight of each indicator and to clearly and intuitively display the comparison results,correlation analysis is used to determine the relationship between the indicators,and then the principal hierarchy process is used to reduce the multiple collinearity between the indicators.Four major principal components are extracted to determine the corresponding relationship between the principal components and the indicators.In order to clarify which provinces(municipalities directly under the Central Government)are the strong competitors of the ice and snow tourism industry in Heilongjiang Province,the cluster analysis method is used to divide ten provinces(municipalities directly under the Central Government)with strong competitiveness in ice and snow tourism,exclude the provinces with weak competitiveness,and compare and analyze the advantages and disadvantages of the development of ice and snow tourism industry in Heilongjiang Province.Then,combined with the current situation of ice and snow tourism development in Heilongjiang Province,the competitiveness of the ice and snow tourism industry in Heilongjiang Province is systematically evaluated,Propose development strategies and conclude that the key development direction of ice and snow tourism in Heilongjiang Province is to give full play to the advantages of natural resources,talent cultivation,transportation,ice and snow enterprises,especially snow resorts,government support,and brand advantages,promote the integration of products into ice and snow innovation and innovation,industrial integration and development,and strengthen regional cooperation to become the center of China’s ice and snow industry.
