Junior high school Ethics and Rule of Law class is an adhoc course in China aimed at cultivating moral cultivation and rule of law literacy among junior high school students,focusing on the cultivation of students’ political identity,moral cultivation,rule of law concepts and other disciplinary core literacies.From both theoretical and practical considerations,the achievement of the teaching objectives of the junior high school Morality and the Rule of Law class and the cultivation of students’ disciplinary core literacy are difficult to be achieved by classroom teaching alone.The Curriculum Standards for Ethics and the Rule of Law in Compulsory Education(2022 Edition)clearly points out that "curriculum resources are an important support for improving teaching quality and enhancing teaching effectiveness." For the Ethics and the Rule of Law course,the development of curriculum resources is conducive to achieving teaching objectives,ensuring the richness,scientificity and interest of classroom content,and helping students broaden their horizons and develop their core literacy.It is conducive to broadening students’ horizons and deepening classroom knowledge.However,in the current educational practice,the consciousness and depth of curriculum resource development cannot meet the realistic need of enhancing the teaching effectiveness of Civics and Political Science class under the guidance of the new curriculum.Therefore,it is necessary and significant to strengthen the research on the development of the curriculum resources of Ethics and the Rule of Law.In this paper,we take the development of the curriculum resources of Morality and the Rule of Law in the second book of the eighth grade as an example,and discuss the theoretical basis of the development of Course material on morality and the legal system,existing problems in terms of development the curriculum resources and their optimization strategies.Marxist epistemology and the theory about the comprehensive development of human beings are the theoretical basis for the development of middle school "morality and the rule of law" curriculum resources,Xi Jinping’s important remarks on the reform and innovation of the Civic and Political Science course are its important followings,and the curriculum standards for morality and the rule of law in compulsory education are its practical pointers.The development of morality and rule of law curriculum resources in junior high school is of great significance for efficiently carrying out classroom teaching,enriching classroom teaching contents,stimulating students’ learning interest and improving teachers’ teaching ability.The situation of education resources of Ethics and Regulation programs development,in junior high schools,and grasps the existing effectiveness,main problems and causes of the problems.All along,the development of junior high school "morality and rule of law" curriculum resources has formed many achievements and played an important role in enhancing the teaching effectiveness of Civics and Political Science class.However,due to some junior high school morality and rule of law teachers’ weak curriculum resource development literacy,the influence of traditional education philosophy,and the inadequate evaluation system of school curriculum resource development,the problems of insufficient depth,low frequency,single space and insufficient student participation in junior high school morality and rule of law curriculum resource development exist.In view of the existing problems and causes of the development of Curricula based resources on Morality and the law regulations in junior high school,the basic principles of curriculum resource development should adhere to four principles,namely,the principle of purpose,the principle of modernity,the principle of ideology,and the principle of adaptability.The main paths are to improve the subject’s literacy in curriculum resource development,expand the space of curriculum resource development,activate students’ static and dynamic resources and improve the evaluation system of school curriculum resource development.
