The knowledge of the course "morality and rule of law" contains some theoretical contents,which are difficult to understand and grasp,and need to be repeated and recited constantly,to some extent,it will reduce the interest of junior middle school students in learning the course of "morality and rule of law".Therefore,it is necessary to help students find the fun of learning the course of "morality and rule of law",and the development and utilization of school-based curriculum resources is an effective way.The Jing ethnic group is regarded as the only "marine ethnic group" in our country.In the course of its historical development,it has accumulated numerous traditional cultures with unique characteristics,it can not only enhance the interest of the school-based curriculum resources of morality and the rule of law in junior middle school,but also improve the enthusiasm and initiative of the students in learning the course of morality and the rule of law,to inspire the students to undertake the responsibility of inheriting and developing the traditional culture of the Jing ethnic group,and to enhance their sense of ethnic cultural identity,cultural self-confidence and consciousness of maintaining ethnic unity.Based on the theoretical basis,the necessity,the present situation and the existing problems and reasons of the development and utilization of the school-based curriculum resources of morality and rule of law in junior middle school,in view of its existence question proposed the solution measure for the research main content.Through the methods of questionnaire survey,interview and Literature Research,the author learned that in the process of developing and utilizing the school-based curriculum resources of morality and rule of law in junior middle schools,there are still some problems,such as the lack of professional guidance from experts and scholars,the shortage of teachers' ability to develop and utilize school-based curriculum resources,the lack of clear division of labor among development teams,the unsatisfactory implementation of schoolbased curriculum resources,and the imperfect evaluation system.The main reasons for these problems include:lack of funds for schools to invite experts and scholars to stay in schools to give teachers long-term professional guidance in the development and utilization of school-based curriculum resources;lack of systematic professional training for teachers in the development and utilization of school-based curriculum resources;Lack of effective organization and management methods for Development Teams.The author puts forward corresponding solutions to these problems: strengthening the professional guidance of experts to the development team,improving the teachers' ability of developing and utilizing the school-based curriculum resources,clarifying the division of labor and strengthening the construction of the development team,sticking to the idea of liberal education to improve the effect of the implementation of school-based curriculum resources,and establishing a sound curriculum assessment and evaluation system,etc.it provides a new idea for the development and utilization of school-based curriculum resources of morality and rule of law in junior middle school.
