Research On Improving Rural Women’s Ability To Participate In Community Services From The Perspective Of Empowerment

Social governance has become an important issue for internal improvement in the country this year,related to social order and people’s livelihood issues.After the implementation of the rural revitalization strategy,the governance of rural communities has become a focus of attention.The widespread participation of rural women in community services is an important symbol of social progress and grassroots democratic construction,and also a standard for measuring the social status and rights of rural women.Social work can provide professional services for rural women in Community Governance,promote them to enter community public services,and improve community participation capacity.In recent years,the Women’s Federation of Guangxi Zhuang Autonomous Region has guided social organizations to be embedded in rural communities through government procurement to help village women’s federations guide rural women to participate in community public services,mobilize rural women to actively integrate into various specific work of grassroots social governance,and promote the growth of their community participation ability.Due to factors such as low individual cultural level,uncoordinated operation of women’s organizations,and unfriendly community environment,rural women face the dilemma of "abstention","low power",and "loss of power" in community participation.In the process of social work services,these issues cannot be ignored to continue promoting women’s community services.Therefore,it is necessary for social workers to help rural women intervene in community participation capabilities,help them improve their own shortcomings,enhance their awareness of subjectivity and rights,and participate more autonomously in community services and community construction.Firstly,this article focuses on the improvement of rural women’s community participation ability in S village.Using empowerment theory as the analytical framework and literature research methods,it summarizes the views of relevant scholars on women’s empowerment and previous research.It is found that women’s empowerment is more concentrated in urban communities and less involved in rural communities,and more concentrated on the protection of women’s political rights,while women’s self construction services are less.At the same time,the author pays attention to the fact that the All China Women’s Federation has been promoting the establishment of women’s councils in rural communities in recent years,integrating this idea with S Village’s women’s community services,and using professional social work methods to enhance women’s community participation ability,focusing on establishing a women’s autonomy and mutual assistance deliberation mechanism,to help rural women actively overcome difficulties through this mechanism.Secondly,by combining literature review,observation,questionnaire,and social work practice,relevant materials were collected to understand the cognition and understanding of S village women towards community participation.It was found that S village women’s understanding of community participation remains relatively superficial,and they have a fear of becoming one of the main subjects of community service.Some women have a heavy dependence on male power,and the one-way nature of community interaction is obvious,Participate in community affairs as arranged by the village committee instead of interacting from top to bottom.Social workers provide community services to address these factors that have a negative impact on women’s community participation,and implement social work practices from three levels: individual empowerment,organizational empowerment,and community empowerment.At the individual level,women’s willingness to participate in the community is enhanced through "encouragement + rewards",village women’s federations are mobilized to enhance women’s enthusiasm for community participation,and "online + offline" training is provided to cultivate women’s community participation ability.At the organizational level,cultivate women’s backbone,establish women’s volunteer service teams,establish women’s councils,and improve various systems for women’s community participation.At the community level,efforts are made to showcase the achievements of women’s community services through community promotion,increase opportunities for women’s community participation by linking resources with social organizations,create a community participation mechanism for women’s autonomy and mutual assistance,and create a community friendly environment.Finally,at the end of community services,the women’s awareness of subjectivity and rights in S Village were enhanced,their community participation and service capabilities were enhanced,and the channels for women’s community participation were expanded.The overall inclusiveness of the community towards women’s participation in public affairs was enhanced.Through this study,it was found that the empowerment of women in this service is a process of helping rural women move from the periphery to the main body,thus normalizing the role of women in community participation issues;Women’s empowerment can help women improve their ability to participate in the community;The women’s deliberation mechanism incorporates women’s federations,social organizations,communities,and rural women to actively build rural communities,thus playing a synergistic role in community services.Looking back at the entire study,the author reflected on the implementation of community services,the "emotions" and "principles" in the empowerment process of rural women,and the interaction between women and social workers.Practical suggestions have been put forward for improving the participation capacity of rural women in the community,including financial security,individual strengthening,organizational linkage,and community cooperation.
