The report of the 20th Party Congress states: comprehensively promote the revitalization of the countryside,adhere to the priority development of agriculture and rural areas,consolidate and expand the results of poverty eradication and accelerate the building of a strong agricultural country.In the same period,the No.1 document of the Central Government in 2022 and 2023 repeatedly pointed out that "the bottom line of not returning to poverty on a large scale will be firmly maintained".At present,China is in the stage of comprehensively building a socialist modern country,consolidating and expanding the poverty eradication attack into an effective linkage with rural revitalization and holding the bottom line of not returning to poverty on a large scale are two perceived requirements,which are proper for achieving modernized development of agriculture and rural areas.Based on the poverty-removal dynamics of the marginalized groups in rural China and the ’vulnerability context’ of their own development,the need to ensure both the stability and sustainability of poverty-removal requires the development of response mechanisms that are more suitable for enhancing the sustainable livelihoods of the marginalized groups.This study is based on sustainable livelihoods theory and uses questionnaires and in-depth interviews to collect the information needed for the study.Interviews and survey research with marginalized groups who have escaped poverty in Guangxi T County revealed that a proportion of marginalized groups in T County have been included in the poverty-removal monitoring after they have escaped poverty,and that the marginalized groups themselves still have symptoms of the risk of returning to poverty.In the context of ’vulnerability’,the lack of sustainable livelihoods for marginalized groups out of poverty is centered on income structure,household labour force,policy dependency and industrial allocation.This study provides an in-depth analysis of the vulnerability of sustainable livelihood capital and the underlying causes of the risk of returning to poverty among marginalized groups who have escaped poverty from a theoretical perspective of sustainable livelihoods,and attempts to construct a pathway and countermeasure mechanism to prevent returning to poverty for marginalized groups who have escaped poverty in T County.This study will be divided into six parts.The first part is the introduction,which contains the source of the study,the background of the study,the significance of the study,the innovation of the study and the research design,as well as a review of the existing literature on the mechanisms of poverty incidence,the risk of returning to poverty,measures to prevent returning to poverty,the marginalized groups out of poverty and applied research on sustainable livelihoods.The second section presents the theoretical origins of sustainable livelihoods and constructs an analytical framework for sustainable livelihoods in relation to marginalized groups emerging from poverty.The third section presents the current situation of the livelihoods of marginalized groups who have been lifted out of poverty in T County.The fourth section presents an analysis of the risk of returning to poverty for groups that are marginalized from poverty.This includes the characteristics of the risk of return to poverty,the vulnerability of livelihood capital and the causal mechanisms of the risk of return to poverty.It was also found that the risk of returning to poverty for marginalized groups out of poverty is precisely due to their own development capacity constraints,deviations in the implementation of relevant policies and the impact of external environmental risks.The fifth part presents the response paths for the marginalized groups out of poverty to prevent their return to poverty.It mainly focuses on the endogenous development of the marginalized groups out of poverty,sustainable organizational safeguards,dynamic regulation of data on the marginalized groups out of poverty and government monitoring of the external environment to provide countermeasures and recommendations.The sixth section concludes the study and points out the shortcomings of the study and future research prospects.Through the study of this thesis,it is hoped that it can provide some reference and reference for the sustainable development of the marginalized groups in T County out of poverty,and provide useful ideas and directions for rural revitalization and rural construction.
