Poverty Instrumental:an Alternative Interpretation Of Poverty Cultural

The author finds in the third-party assessment work on the effectiveness of precision poverty alleviation work that some rural households in poverty-stricken rural communities “ fight for poor households ”.for example,Separate households,Deliberately concealing income,Even the halfway interception evaluation team sued the village committee for "unfairness" and so on.The purpose of all this is one: In order to be able to “be a poor household”.Through the discussion of this phenomenon,this paper analyzes the logic and reasons behind poverty as a means to obtain resources.Through detailed field research materials,the author finds that in the process of precision poverty alleviation,“poverty” has divorced from its original meaning and has become a profitable tool.The peasants' struggle for poverty is a concrete manifestation of the instrumentalization of poverty.Such as,Separate households,Reports and Questions,Speech tips,Personal tangle,etc.This paper sorts out the process of precision poverty alleviation of precision villages,the interaction of different groups in the process,and the behaviors of farmers.It analyzes the reasons for the instrumentalization of “poverty” and the cultural causes of “poverty” as a means of acquiring resources.It is believed that the moral basis and universal existence of village social egalitarianism and the logic of rural society provide a venue for peasants' behavior.The selective implementation of policies by the local government and the policies of the central government broaden the space for peasants to “fight for poverty”.Farmers use “poverty” to weaken their own identity and obtain resources.Through the analysis of the instrumentalization of “poverty”,this paper believes that there is a poverty culture in the present society.It is a culture manifested around poverty.It has different manifestations in different historical stages and social environments.In addition,The main body of the poverty culture in this article includes not only the poor but also local governments and countries.The value base of this culture can be traced back to the concept of social welfare in the early days of the founding of the country.The institutional foundation is the Chinese government's anti-poverty institutional arrangements and the Chinese government's governing philosophy.
