| In the midst of the modernization of the national governance system,it is an inherent requirement of the modernization of national governance to comprehensively improve the level of public service supply,enhance residents’ sense of access,and realize the common construction,sharing and governance of public services.During the social transformation period when government functions are transforming,market reforms are deepening and the main social contradictions are changing,urban communities,as an important field of practice for social governance and the base for national fitness,are particularly important for strengthening the construction of grassroots social management and promoting the development of mass sports.The value of social and economic development and public service policies is to let the fruits of social development benefit the people,and the term "benefit the people" also means to improve the level of people’s sense of access.With the decentralization of social governance,the innovation of grassroots practices and the development of technology and civilization,grassroots governance is becoming more and more refined in terms of the integration of resources,the identification of needs,the efficient delivery of services and the redistribution of discourse space,etc.It follows the development outline of the new era of "common prosperity and healthy China" and the "Easterlin Paradox"."As an important part of people’s life,urban community public sports service,as an important part of social life,has been innovating and exploring its service mode,service content and service means in practice,so as to bring health and happiness to the Chinese people.On the basis of clarifying the core concepts,this study combines demand theory,charm quality theory and governance theory to build an analytical perspective on the topic of this study,and follows the research framework of "theoretical research-reality analysis-empirical test-practical application".The research framework of "theoretical research-realistic analysis-empirical test-practical application" is carried out,the literature research method is used to grasp and analyze the existing relevant literature.the case study method is used to draw practical experience from typical cases,the interview research method and the rooted theory method are used to obtain residents’interview data and construct theories,the mathematical and statistical methods are used to analyze the information obtained from questionnaires and verify the relationship of variables,and under the combination of qualitative and quantitative research analysis In this paper,a series of meaningful research findings were obtained.(1)Under the interaction of driving government administrative practices,the growth of grassroots sports organizations.changes in residents’ needs and the development of information technology and other dynamic elements,the development history of public sports services in China’s urban communities can be broadly divided into three stages:authoritative control of small-scale supply under the intervention of the planned economy,single-centered multi-collaborative supply during the period of social transformation,and multi-centered competing supply in the new era.In the development of the return to the people’s sports and health as the central logic,that is,to effectively enhance the residents’ sense of access,the development of public sports services in urban communities towards refinement,making the people’s,multi-center.digital and other effectiveness,but still facing the dilemma of imbalance between supply and demand.(2)Select five nationally renowned typical cases and combine the theme of this study to analyze the refined elements in the governance process of public sports services in urban communities behind the cases.The ways to enhance residents’ sense of gain are summarized as "service supply demand satisfaction" and "residents’ participation demand satisfaction".The experience can be summarized as a dual channel synergy of multiple synergies,people’s values,digital applications,service supply,and resident participation.(3)By analyzing the interview data of 23 community residents,sports instructors and residents’committee members through the Root Theory,and using the basic model of the behavioral cycle of needs,we constructed the attribution model of community residents’ needs satisfaction of "needs-needs satisfaction-residents’ sense of achievement",and used it to explain the mechanism of residents’ sense of achievement.(4)Combining a demand satisfaction model and a refined governance perspective,a theoretical model was established on the relationship between urban community public sports services and residents’ sense of gain,including five constructs:"urban community public sports service supply,residents’ participation,public sports service expectations,government image,and residents’ sense of gain." Referring to existing literature,a relevant scale was designed.Using empirical tests such as spss and amos,it is found that the supply of public sports services in urban communities has a positive impact on residents’ sense of achievement(0.513,p<0.001);Residents’ participation had a positive impact on residents’ sense of achievement(0.394,P<0.001);Public sports service expectations have a negative impact on residents’ sense of achievement(-0.141,p<0.05);Residents’ participation has a mediating effect in the relationship between the supply of public sports services and residents’ sense of gain in urban communities,with the mediating effect accounting for 42.18%of the total effect(0.601*0.360/0.513);Public sports service expectations have a mediating effect in the relationship between public sports service supply and residents’ sense of gain in urban communities,with the mediating effect accounting for 14.20%of the total effect(0.407*0.179/0.513);The government image has a mediating effect.(5)From the base angles of service temperature,democratic participation,digital application,and effective center of gravity,we propose to innovate the concept of governance to improve the temperature of governance;promote consultation and democracy to construct the depth of democratic participation;promote digital transformation to empower the precision of governance tentacles;and promote the center of gravity to improve the effectiveness of grassroots governance.In order to provide practical value for the modernization of sports governance in the new era. |
