Research On BK21Project And Internationalization Of Korean Higher Education

Brain Korea21(BK21) is a major higher education reform launched by the Ministry of Education&Human Resources Development in April1999. BK21aims at fostering world-class graduate schools and high quality scholars by providing funds to higher education institutions. BK21seeks to nurture globally competitive research universities and graduate programs and to breed high-quality research manpower in Korea.This Project contains two phases, phase one is from1999to2005, and phase two is from2006to2012.Such as other reforms, academia has different views on this project. Some regard this project is unfair on the principle "selection and concentration", for example, it doesn’t treat Seoul universities and regional university equally, government interferes university’s reform and management, university doesn’t have enough autonomy and so on. However, it is undeniable that BK21Project promotes the development of Korean higher education, improves Korean universities’ world reputation, empowers the research and developing power, cultivates a large number of outstanding doctoral candidate, founds a batch of high-level university and discipline to provide a guarantee of human capital and science and technology support for South Korea’s economic development and promote the development of the international of higher education to a great extent.This research mainly adopts the literature analysis, case analysis and interview method to dig the inner link between BK21Project and Korean higher education from the internationalization of higher education perspective, and then find the results of how BK21Project promotes the development of higher education and get some feasible suggestions for the instruction of Chinese higher education.This paper contains five parts, the first part introduces the topic selecting statement, the research significance, literature review, research ideas, research methods, innovations and deficiencies; the second part introduces the BK21Project, including its background, target, content, implementation, project management and analysis; And then analyzes the internationalization of Korean higher education; The fourth part analyzes the BK21Project and the development of internationalization of higher education and takes Yonsei University as a case study; Final part is the conclusion of this paper, including the limitations and feasible suggestions. And the suggestions contains four points:first one is to establish a correct concept of internationalization, second one is to integrate higher education management departments and improve the higher education management system, third one is to build a better social donation system and strengthen the industry-university-institute cooperation relationship.
