As the impact of globalization continues to deepen,internationalization has become an important benchmark for the measurement of the global status of a university or a country's higher education.It is an unavoidable topic in the current process of globalization and the development of higher education in various countries.Important deployments such as the“Double First-class” Construction and “Educational Modernization 2035” will further make the opening up of education a national strategy.As an important part of China's higher education system,provincial universities shoulder the responsibility of training senior application talents for regional development and promoting regional economic and social construction.This requires provincial universities in China to respond positively to globalization,actively join in the flood of international development,and improve the quality of running schools and personnel training.How to promote the theoretical research on the internationalization of universities and explore the sustainable international development path is a major issue that needs to be studied at this stage.At present,there have been many research achievements on the internationalization of universities,mainly focusing on the connotation,strategies and experiences of universities internationalization,which provide useful enlightenment for the development of universities internationalization in China.However,from an interdisciplinary perspective,specialized and systematic research on the topic of internationalization of provincial universities is relatively inadequate.In view of this,this paper,by applying the Theory of Organizational Transformation,intends to systematically study the international development of provincial universities through the comprehensive use of various research methods such as literature,survey,comparison and statistical analysis.Based on the analysis of existing problems in the development of internationalization of provincial universities,this paper puts forward targeted recommendations,with a view to providing decision-making basis and action reference for the international managers and practitioners of provincial universities.This dissertation is divided into four parts,mainly discussing the following issues:First of all,by systematically combing the research status of relevant issues at home and abroad,the concept of university internationalization is further improved by using the theory of organizational change.Secondly,university internationalization has been refined in three dimensions: development strategy,technology,and management system based on organizational change theory;on the basis of this analysis framework,an analysis tool for the international evaluation system of provincial universities was constructed.Thirdly,combined with the evaluation system and survey results,the paper analyzes the current situation,problems and reasons of the internationalization of provincial universities.Finally,the paper puts forward the development path of the internationalization of provincial universities.The main conclusions of this paper are as follows:University is an academic social organization for the implementation of higher education.It has both the common characteristics of general social organizations and the individual characteristics of academic organizations.Provincial universities in China also exist and develop in the form of organizations.Studies found that,at present,provincial universities in China have carried out practices such as international exchange of teachers and students,Sino-foreign cooperative education and internationalization of courses.In this process,stakeholders,international cooperation projects,organizational structure,and teaching technology changes are the most influential comprehensive factors.There are differences in the process of internationalization development between provincial key universities and general provincial universities,comprehensive universities,science and technology and other different categories of provincial universities.Generally speaking,provincial universities with a long history of academic qualifications,high level of education,early internationalization,and deep international cultural accumulation are much more mature in internationalization.Although provincial universities in China have made some achievements in the process of internationalization,there are still many practical problems to be solved.From the perspective of development strategy,provincial universities do not pay enough attention to international development strategy planning,and the relevance between development strategy and their own school running situation is obviously insufficient.At the same time,the benefits of provincial characteristic planning,especially international cooperation in school running,are limited.From the perspective of technological change,the construction of internationalized curriculum and research achievements on international cooperation of many provincial universities are obviously lagging behind;the scale,quality and efficiency of international cooperation in running schools are also inconsistent.From the perspective of management system,the organizational structure of internationalization of provincial universities does not match the current strategy,and the participation of stakeholders such as teachers and students in international exchanges is low,which seriously affects the effectiveness of international running activities and the timeliness of the running process of provincial universities.The main reasons for the above problems are the convergence of organizational development goals and cooperation difficulties of provincial universities,dependence on resource and academic organizational utilitarianity,as well as structural solidification and insufficient awareness of stakeholders.The above practical problems faced by the provincial universities in the development of internationalization illustrate the competitive disadvantages and urgency of the reform of provincial universities in their internationalization.In view of the problems existing in the internationalization development of provincial universities,combined with the actual situation of running a school,the scientific nature of the internationalization strategic planning is improved by defining the classified development strategy with its own characteristics and matching with the current status of the school.The international running technology and research capacity are improved by the construction of scientific discipline and curriculum,the construction of partnership and cooperative running of universities.By improving the operating mechanism,restructuring the organizational structure and cultivating international talent team through both introducing and nurturing,the management mode of international organizations will be optimized and the promotion and development of internationalization will be finally achieved.In addition,the circular strategy model of“enhancing effectiveness through the short-term quantitative change in exchange,supporting the development through the medium-term optimization of technology and structure,and ensuring the quality through long-term strategy integration” can also provide strategic basis and action reference for the international development of provincial universities.The main innovation of this paper is to combine the Theory of Organizational Change with the development of university internationalization.On this basis,a practical evaluation system for internationalization of provincial universities is constructed,and a circular strategy model is proposed.However,because the research sample does not cover all provincial universities in China,there are still deficiencies and room for further improvement.
