Study On The Modernization Of The Internal Governance System In Local University From The Perspective Of Holistic Governance

Since the establishment of the first modern university in 1810,it has been shouldering the sacred mission of talent cultivation,scientific research,dissemination of knowledge and culture.With the advancement of higher education popularization,local university have developed rapidly in recent years and become an important force that cannot be ignored,playing an irreplaceable role in the higher education system.Although local university have gained the top position in the number of schools,enrollment scale and development speed,the existence of its internal governance problems,such as lagging management concept,rigid management system,fragmented organizational structure and backward management method,especially under the impact of the new public management movement and risk globalization,the tendency of "fragmentation" of its internal management system has become increasingly prominent,which restricts the healthy and sustainable development of local university.Therefore,it is urgent to reshape the existing internal management system of local university.The Third Plenary Session of the 18 th CPC Central Committee put forward the task objective of the modernization of the national governance system,and the modernization of the internal governance system of local university was also put on the agenda.In order to achieve a good governance state,local university urgently need to seek a new governance paradigm to solve the governance failure caused by the fragmentation of the traditional internal management system.Although holistic governance originated in the field of government governance,it is a rational tool for systematically rebuilding the broken governance system of the government,however,because local university in China used to be attached to the government in the past and were deeply influenced by the planned economic system,its internal organization setup,operation mode and management methods are highly isomorphic with the government.Therefore,the elements of responsibility,publicity,institutionalization,efficiency,coordination and information technology contained in the holistic governance concept,it is also applicable to guide the innovation practice of the internal governance system of local university,providing new ideas and methods for reconstructing the modern internal governance system of local university.This paper mainly studies from the following three aspects.Firstly,it defines the related concepts of holistic governance and modernization of internal governance system in local university,by the suitability analysis of the holistic governance and the modern internal governance system of local university to discuss the feasibility of applying holistic governance theory to the construction of the modern internal governance system of local university;Secondly,it adopts the empirical research method of survey and statistics,focusing on the characteristics of democratization,legalization,efficiency,coordination and informatization of modern governance systems,investigating the problems in five aspects of the internal governance system of local university,including the governance concept,governance system,governance structure,governance mechanism and governance means,excavating the specific dilemmas faced in the process of modernization of the internal governance system of local university and analyzing the root causes;Finally,based on the holistic governance theory,making an embedded analysis of the five governance elements of the internal governance system of local university: concept,system,structure,mechanism and means,from the five aspects of shaping the governance concept oriented by responsibility and public interest,establishing the integral governance system of institutionalization and standardization,building the integral governance structure of both efficiency and democracy,innovating the integral governance mechanism of multi-subject collaborative participation,importing the modern information technology governance means of integration and coordination,proposing the path choice of reconstructing the modern internal governance system of local university based on the perspective of holistic governance.
