An Empirical Study On The High Quality Development Of Youth Sports Training Industry In Hebei Province From The Perspective Of "Shuang Jian" Policy

compulsory education stage student’s opinions on homework burden and off-campus training)(hereinafter referred to as" Shuang Jian "policy,the opinion is put forward with a view to building high quality education system,strengthening school education main position,deepen the off-campus training organization governance.It can be seen that the national focus on the future development of young people has changed from discipline education to quality education,so the development of youth sports is not only an important position to implement the "double reduction" policy,but also a key area of education reform.The youth sports training industry is the training of quality education centering on the coordinated development of the body and mind of the youth.Through professional sports training,the youth can improve their physical function and acquire the corresponding sports skills,so as to realize the coordinated development of morality,intelligence,body,the United States and labor.Chinese youth sports training industry is still at the primary stage of development,compared with foreign youth sports training industry still has a big gap.At present,domestic scholars mainly focus on the production structure,value creation and production efficiency in the research of youth sports training industry,but there is still insufficient use of industrial power factor analysis and statistical methods.Therefore,based on the theory of high-quality industrial development,this paper takes the "double reduction" policy as the research guidance and selects 3-4 youth sports training industries in 11 prefecture-level cities of Hebei Province as the research object to explore the problems of high-quality development.The paper analyzes the relationship among the factors influencing the high-quality development of youth sports training industry in Hebei province by using the literature method,Delphi method,AHP and structural equation model,and builds the structural equation model from the government,market,society and industry by combining with the economic model.To study the"development evaluation","development scale" and "service quality" of youth sports training industry,and draw the following conclusions.The results show that: 1)Construct a conceptual model and index system of influencing factors for the high-quality development of youth sports training industry,with government support behavior,market resource allocation,social group influence and industry support system as the core.2)The path coefficient of social group influencing factors is 0.21,and the latent variables include teenagers,parents and schools,all of which have a positive impact on the development of the training industry.However,the significant impact of teenagers’ own factors on the youth sports training industry is less than that of parents and schools.The reason is that the subjective willingness of teenagers to obey their parents has a greater degree of influence on the scale of industrial development.3)The path coefficient of market resource allocation factor is 0.161,which has no significant effect.Participants have little dependence on market demand,infrastructure and innovative services.In addition,the government has a high influence on market resource allocation of youth sports training,indicating that government planning and policies can create a better development environment for youth sports training industry.4)The path coefficient of government support behavior factor is 0.301,indicating that the role of Hebei Provincial government in the development of youth sports training industry is extremely obvious,and the preferential support policies proposed by the government for the training industry market will effectively help the development of Hebei youth sports training industry.5)The industry support system factor path coefficient is 0.422,which has the highest significant effect.Under the guidance of industry departments,the development of youth sports training industry in Hebei Province can more directly and accurately understand the trend of the industry.The training of professional talents and the intervention of educational and scientific research institutions greatly improve the quality of industrial development.6)Put forward the high-quality optimization strategy of "one subject,two synergies and three guarantees" for the youth sports training industry in Hebei Province,which can be improved from the following aspects: 1.Strengthen the top-level design: adhere to the guiding ideology and system logic of "health first";2.Supply of collaborative elements: innovate the industrial linkage mode to realize the optimal allocation of resources;3.Improve the industrial mechanism and optimize the industrial structure in order to achieve high quality development of youth sports training industry in Hebei Province.
