High-Quality Development Of Higher Vocational Colleges Under The Background Of "Double High Plan":Practical Pattern And Promotion Strategy

The high quality development of higher vocational education is the new mission of the development of vocational education,but the exploration of high quality development of higher vocational education is still in the initial stage.As a benchmark in the field of higher vocational education,"double-high" colleges play a leading role in the development of higher vocational education.The research on "double-high" colleges is representative to a certain extent,which can grasp the practice pattern of high-quality development of higher vocational education as a whole to promote development of higher vocational education.In this paper,56 "double-high" universities are selected as the research object,and the method of Nvivo11 qualitative analysis and interview is combined to conduct the research,in order to understand the practice pattern and realistic predicament of high-quality development of high vocational schools,and put forward the promotion strategy.First of all,based on Schumpeter’s theory of innovation and Marx’s theory of social development,a five-dimensional innovation framework of high vocational and high-quality development is constructed: high-quality development of talent training,high-quality development of resource allocation,high-quality development of internationalization,high-quality development of organizational governance and high-quality development of service capability..Secondly,based on the five-dimensional theoretical framework,the Nvivo11 qualitative software is used to analyze the text of the "Annual Report on the Quality of China’s Higher Vocational Education in 2021" from 56 "double-high" institutions in order to review the practice patterns.It is found that the quality concerns of 56 institutions focus on student development,teaching reform,international cooperation,policy support and service contribution.At the same time,the research is supplemented by the interview method,and it is found that the current high vocational and high-quality development of realistic difficulties are as follows: talent training focuses on "employment orientation",ignoring the ability of sustainable development;Teaching resources integration is not coordinated,information resources construction is weak;The internationalization is dominated by the flow of personnel and school running institutions,and the external internationalization development ability is insufficient;Over-reliance on external policy guidance and lack of internal power of institutional governance;Service focused on regionaldevelopment but the technical service and technological innovation ability are insufficient.Finally,in view of the above problems,this paper puts forward the promotion strategy of high-vocational and high-quality development: first,innovate the goal of talent training,and make the same transition between talent training and industrial development.Including training adaptive talents as the primary goal,giving consideration to training leading talents;Innovative talent training concept,service talent sustainable development.Second,innovate the way of resource allocation and enhance the adaptability of educational resources.It includes innovating the way of resource allocation based on market demand;Optimize the allocation of resources and improve the adaptability of higher vocational resources.Third,innovate the path of export-oriented international development to shape the higher vocational brands with Chinese characteristics.Improving policies and regulations related to the international development of higher vocational education and promoting the flow of multiple factors;Establish a platform for international development of higher vocational education,research and innovation,and shape the brand of higher vocational education with Chinese characteristics.Fourth,optimize organizational management structure and innovate organizational governance.Including flat management,improve the efficiency of internal management operation;Information-based governance to improve the level of modern governance.Fifth,actively carry out research and innovation,promote industrial innovation and development.We will provide problem-oriented education on innovation and entrepreneurship.Adhere to the contribution orientation,leading industrial innovation and development.
