education.Adhering to both the law of education and the law of talent growth is the fundamental mission.basic criteria,to build a socialist modern education power as the core strategy,To build a modern higher education system with appropriate scale,reasonable structure,distinctive features,first-class quality and good benefits as the path of action is the concept of development,development goals,development state,development process,development mode,development mechanism,etc.The nation’s high quality growth is significantly bolstered by the advancement of higher education,which is a cornerstone of the nation’s economic and social progress.For China’s higher education to thrive in the new era,it is essential to foster the highest caliber of education;this is a requirement for the green and sustainable growth of the country,an objective to construct a strong higher education system,and a catalyst for the Chinese nation’s great rejuvenation.Consequently,it is a natural decision to adhere to the laws of higher education development and talent growth.This study can be divided into five parts.The first part: Introduction--focuses on explaining the reason of topic selection,research significance and research methods of this research,defines the relevant core concepts of this research,summarizes the status quo of relevant researches at home and abroad,and lays a foundation for the research.Part two: Theoretical research--The theoretical research of the high quality development of higher education in multiple dimensions.This paper delves deeply into the core connotation,primary features and temporal worth of superior higher education development,taking the theories of development,efficiency and equity as its theoretical foundations.The third part: Policy review--analyzes the change of higher education quality policy from the historical perspective.This chapter divides the evolution of China’s higher education quality policy since 1998 into three stages: the first stage,focusing on quality--the development stage with scale expansion as the main line(1998-2006);The second stage,focusing on quality--the development stage focusing on coordinated pooling(2007-2014);The third stage,focusing on quality--the development stage with quality and balance as the strategy(2015-present).By reviewing the changes of higher education quality policy and using multiple data comparative analysis,we understand the advantages and disadvantages of high quality development of China’s higher education as well as the unbalanced and inadequate problems in the development process,and then discuss the necessity of improving the quality assurance evaluation system of higher education.The fourth part: the mechanism obstacle--the comprehensive analysis of the mechanism obstacle of the high quality development of higher education and its causes.From the perspective of higher education quality policy,resource allocation,opening to the outside world and quality evaluation,this paper probes into the mechanism obstacles of high quality development of higher education.First,the obstacles of policy transmission mechanism,which are mainly reflected in the single policymaking subject,uncoordinated target orientation,lack of democratic mechanism and unbalanced value orientation.The second is the obstacle of resource allocation mechanism,which is mainly manifested as insufficient total resources,balanced resource allocation among regions,disharmony of resource allocation structure and low efficiency of resource allocation.The opening up mechanism,which is evidenced by the high-caliber growth of overseas students’ education,the cultivation of international and creative talents in universities,Chinese-foreign collaboration in the building of "double first class" universities,and global control of higher education,constitutes the third obstacle.The fourth obstacle is the quality evaluation mechanism,which is mainly reflected in the diversity of assessment participants,the scientific evaluation index system,the professional level of evaluation institutions and the completeness of the evaluation and supervision mechanism.The fifth part: innovation path--put forward the concrete strategy of high quality development of higher education.According to the dilemma of the high quality development of higher education,the innovation mechanism of the high quality development of higher education is put forward to provide quality guarantee for improving the popularization level of higher education.The first is to innovate the policy transmission mechanism.The primary duty of higher education quality policy should be made clear,its objectives should be adapted,the policy should be run organically,and its purpose should be fully realized.Second,innovate the mechanism of resource allocation.We should strive to augment the total contribution of higher education resources,harmonize the allotment and dispersal of higher education resources,refine the allotment arrangement of higher education resources,and augment the allocation effectiveness of higher education resources.Third,innovate the mechanism for opening up to the outside world.A mechanism to guarantee the high-caliber education of Chinese students in China,to upgrade the training of international and creative talents in universities and colleges,to enhance Chinese foreign collaboration in the management of "double first-class" universities,and to advance the innovation process for global higher education governance in the modern age shall be established by us.Fourth,we will innovate the quality assessment mechanism.The dimensions of the primary body of higher education quality assessment should be broadened,indicators of quality assessment should be augmented,the ambience of higher education quality assessment establishments should be improved,and supervision of higher education quality assessment should be improved. |
