| At present,domestic governments at all levels are becoming more and more aware of the importance of talent for urban construction and economic development,and have joined in the war to grab talent.Talent has become the hot property between cities,and a new round of talent game has quietly begun.Under this background,we should study the distribution pattern of talents and deeply explore the influence factors of regional distribution of talent level.On the one hand,promote the macro-control of local governments and alleviate the contradiction on the level of spatial distribution of talent,according to the overall situation of difference balanced talents reasonable use,reduce regional economic differences by guiding the rational flow of talents,so as to ease the problems during the development of social economy;On the other hand,it can not only enrich the theoretical research of talents,but also have important practical significance to gather talents and promote development.Based on the provincial statistical data from 1997 to 2019,this paper studies talent spatial imbalance and its influencing factors in China.The following conclusions are drawn:(1)The education level of the national employment personnel generally stops at the nine-year compulsory education,but the proportion of the national employment personnel with a college degree or above,namely the talent level,is obviously insufficient.Although the number of talents in each province increases year by year,the distribution of talents is significantly unbalanced.(2)Using the Theil index and its subgroup decomposition method to measure the regional differences and sources of talent distribution,the results show that China’s regional overall talent level differences present inverted u-shaped,namely talent spatial distribution trend down after rising first.Region differences are the main source of talents disequilibrium,and constitutes the main part of China’s talent regional difference.The contribution rate of the eastern region is the largest,and the western region is between the eastern and central regions.(3)Using Moran’s I index to test the global and local spatial correlation of regional talent level,it is find that talent distribution shows significant spatial dependence and has an increasing trend year by year;The scatterplot of local correlation is concentrated in the first and third quadrants,that is,high aggregation and low aggregation,indicating that there is significant local spatial correlation among provinces.(4)Both ordinary panel regression and econometric spatial model regression indicate that the level of economic development,unemployment rate,industrial structure,urban greening rate,basic education level and medical level all have positive effects on talent distribution level,and only transportation convenience have negative effects on talent distribution level.(5)The spatial spillover effect is decomposed into direct effect,indirect effect and total effect by partial differential decomposition method.The results show that economic development level,employment opportunities,industrial structure,transportation convenience,urban greening rate,basic education level and medical level have a significant spatial spillover effect on talent spatial distribution.Among them,economic development level,industrial structure and basic education level will play a role in promoting this region and its neighboring regions.Unemployment rate and urban greening level promote the improvement of local talent level and inhibit the improvement of talent level in neighboring areas.The more convenient the transportation is,the more unfavorable it is to promote the talent level of the region and the talent level of the neighboring regions.The improvement of medical level has a significantly positive impact on the local area,while it has an inhibitory effect on neighboring areas. |
