With the intense competition among nations,human resources have become a critical asset for national development.It is obviously that human resources are of great significance to enhance the comprehensive strength of a country.On the one hand,human resources serve as a powerful motivator in sustainable development.On the other hand,rational allocation of human resources is an important condition for coordinated regional development.The Party and state have always placed human resources at the core and taken forceful measures,such as:implement the strategy of reinvigorating the country through science and education and strengthening the country through human resource development,call for the introduction of qualified personnel and so on.For a long time,human resources of our country have been in a one-way flow from the west to the east,which leads to the unbalanced distribution.At the same time,the number of labor force has decreased and the aging of the population has become an issue.There are huge challenges in forming a new pattern of economic development in China.Considering the phenomenon,it is of practical significance to explore the distribution of employment.In the past,scholars have been devoted to explore the mechanism of population movement and discover the interaction between the amount of human resources and development.There is little research about employed population.In this paper,the employment with higher education are taken as the research object.It examines the the distribution of employment with higher education and quantitative the spatial spillovers effect.Firstly,the author calculates the location entropy coefficient of the employment with higher education and draws the spatial distribution diagram,clarifying that the employment with higher education are agglomerated across the country.And the degree of concentration gradually declined from east to west.Secondly,nine factors were selected by the method of grey relational analysis.In the empirical analysis,a series of tests are carried out on the model(classical LM test,robust LM test,Wald test,LR test,Hausman test)and we choose to use spatial durbin model.Finally,the spatial durbin models are established using the adjacent space weight matrix,economic distance space weight matrix,and geographic distance space weight matrix,respectively.The results are as follows:In the three models,the spatial spillover effects of dependent variables are all significant,which means that the agglomeration degree of the adjacent area will significantly affect the level of locality.There is a"siphon effect" in human resources between neighbors.The factors have different spillover effects under different weight matrices.Generally speaking,"per capita GDP","the average wage of employees","the proportion of the tertiary industry" and"per capita educational expenditure" have great effect on the change of the agglomeration degree.No matter which weight matrix is chosen,the contribution of economic indicators are significant.The economic development of local and adjacent areas will promote the agglomeration of employment with higher education.In addition,facilitating infrastructure construction and upgrading the level of science and technology will attract more human resources.A higher level of educational development of neighbors will promote the agglomeration degree,whereas,the medical level and scientific level of neighbors have a negative impact on the agglomeration degree.The direct and indirect effects of "the average wage of employees" are both negative.Based on the conclusions,the author puts forward the following suggestions:From a national perspective,we should provide policy support to key areas.Make full use of the spatial spillover effect to promote cooperation and resource sharing,so that we can create a "human resources chain" among areas.For local governments,they need to allocate resources properly and improve soft power.Only in this way can they attract more employment with higher education.
