Research On The Operation Mechanism Of Intellectual Property Information Service In Universities From The Perspective Of Symbiosis

Against the background of rapid economic development,the ability to create,protect,manage,utilize and serve intellectual property rights has become an important indicator to measure a country’s technological innovation capability and economic level.High-quality intellectual property information services play an important role in enhancing national innovation capabilities,and enhancing the capabilities and levels of national intellectual property information services is an important part of building China into a strong intellectual property and science and technology country.As the core components and regional information centers of the national innovation system,universities,with their huge reserves of information resources and existing information service bases,provide necessary conditions for the development of intellectual property information services,and play an important role in promoting technological innovation and supporting industrial development.However,the current intellectual property information services in universities in China generally have such pain points as scattered service entities,difficult to break basic information barriers,and poor communication of industry-university-research information.The service continuity is not strong,the social service function is weak,the talent structure needs to be optimized,and the service brand competitiveness insufficient and other problems need to be solved urgently.In order to solve the above problems,it comprehensively uses the basic theories and methods in the fields of management and library and information science to study the operation mechanism of intellectual property information services in universities from the perspective of symbiosis.Firstly,the researches on symbiosis theory and intellectual property information service are sorted out,the service operation mechanism is determined as the research problem,and the relevant concepts and theories are expounded;Using semi-structured in-depth interviews and three-level coding of grounded theory,the main influencing factors of service operation are summarized and extracted,and the connotation and function of each factor are analyzed;thirdly,the symbiotic evolution relationship between service participants is further analyzed.The characteristics of the intellectual property information service in universities under the four symbiosis modes of symbiosis,discontinuous symbiosis,continuous symbiosis and integrated symbiosis are linked with the influencing factors of service operation,and the overall framework of the operation mechanism of intellectual property information service in universities by stages is proposed,and the current situation is investigated.The information obtained,the specific content of each service operation mechanism is put forward;finally,taking Nanjing Tech University as a typical case,the application and interpretation of the various service operation mechanisms constructed above are carried out to verify its rationality and effectiveness.In view of the common problems in the existing operation mechanism of information service,a targeted and universal optimization strategy is proposed,in order to promote the improvement of intellectual property information service capability and level of universities in China.Based on the symbiosis perspective,it constructs the operation mechanism of intellectual property information service in universities.Based on the advanced experience abroad and the research on the current situation in China,it not only provides a relatively novel theoretical perspective for the research on intellectual property information service in universities,but also proposes a certain practical application value.The optimization strategy of the operation mechanism of intellectual property information service in universities,in order to promote the service to effectively exert the social effect of supporting scientific and technological innovation and industrial economic development.
