| Human resource is the key resource of economic and social development,and talent is the key to innovation.As the backbone of talent team in Fujian Province,technical talents play an important supporting role in promoting economic and social development as well as the scientific technological innovation.In recent years,Fujian Province has paid more attention to talents than ever before.Driven by the positive talent introduction policy,the scale of technical talents in Fujian enterprises has been continuously expanded,which has effectively promoted the scientific and technological innovation activities of Fujian enterprises and enhanced the scientific and technological strength of the whole province.However,there are still some problems in Fujian Province,such as the shortage of highlevel talents,the low proportion of highly educated and highly skilled talents,the imbalance of talent structure,the low proportion of technical personnel in enterprises,the high threshold of talent reward or incentive policy,the difficulty in recruiting technical talents in enterprises,the insufficient investment in R & D research and development funds,the imperfect talent evaluation and incentive mechanism and talent training.Literature research,questionnaire analysis,binary logistic regression analysis and other methods are used for this comprehensive investigation.Firstly,according to the publicly released information on talent development,we expound and analyze the current situation of the introduction of technical talents in enterprises in Fujian Province and sorts out the talent policies issued by Fujian Province in the past ten years,and summarizes its main characteristics.Secondly,a questionnaire survey on the willingness of enterprise technical talents to work in Fujian was carried out to analyze and evaluate the effect of the implementation of the talent introduction policy in Fujian Province,and summarize the problems existing in the talent development and introduction policy in Fujian Province.Thirdly,based on literature research,we put forward theoretical hypotheses,collected questionnaire sample data,carried out quantitative modeling,established a binary logistic regression analysis model,and conducted empirical analysis on the main influencing factors of the introduction of technical talents in Fujian Province.Based on the results of descriptive statistics and regression analysis,it can be concluded that the factors that have a significant impact on the willingness to move include the highest education level,marriage and childbirth status,infrastructure and living convenience,income level.Finally,we make a comparative study of the excellent experience of talent introduction at home and abroad then draws inspiration.Based on the above research,we put forward relevant suggestions for the introduction policies of technical talents of enterprises in Fujian Province.At the government level,firstly,the relevant government departments should increase the attraction of technical talents and correct the unbalanced talent structure.Secondly,the government should strengthen the construction of infrastructure,social living,and scientific research environment for talents.Thirdly,the government should constantly improve the talent evaluation system and the construction of public service system for talents.Fourthly,the government should increase R&D investment in Fujian Province.What is more,the government should try to increase R & D investment in Fujian Province;the government should also guide enterprises to pay attention to the management of technical talents;the government should help enterprises to alleviate the difficulties of recruitment through multiple channels;the government should guide enterprises to actively participate in the cultivation and training of technical talents. |
