The higher liberal arts education in our country has experienced the cognitive transformation from “Running a university without liberal arts” to “Running a university without liberal arts”,then it formed the consensus that “No high-quality liberal arts education can not run a first-class university”.The ideological value and connotation of liberal arts education were further revealed,and the status and role of liberal arts education were further enhanced.In the new period,the construction plan of “New liberal arts” has been put forward,and improving quality and efficiency has become an important task for the development of higher liberal arts education in the new development stage.As the main field of liberal arts education,the social demand for the quality of liberal arts education in colleges and universities has become increasingly fierce.Faced with the impact of “Big Data” and other emerging technologies on the quality assurance and evaluation system of higher education,a set of normal monitoring system,which fits the field of higher education and measures the effectiveness of liberal arts education scientifically,is constructed,is very necessary and urgent.In this study,we adopted the literature research method and Content analysis from the relatively micro-level of higher education,this paper probes into the subject,content and method of the internal quality monitoring system of higher liberal arts education under the background of the construction of “New liberal arts”,and provides a solution for colleges and universities to promote the quality monitoring of liberal arts education in the new era.First of all,combing our higher education internal quality assurance and evaluation-related policy documents,from the perspective of policy to our higher arts education internal quality monitoring and evaluation work perspective,analyze the current situation and summarize the existing problems.Secondly,on the basis of in-depth analysis of TQM theory and stakeholder theory,based on the new concept and new target of “New liberal arts” construction,rooted in the characteristics of liberal arts education,such as pluralistic connotation,process and experience,diversification and individualization,fuzziness and concealment,long-term and development,nationality and value,study and judge the reasonable orientation of the construction of the internal quality monitoring system of higher liberal arts education in our country at present.Again,around the solution of“Who to monitor,monitor what and how to monitor” the basic problem,first,to explore the multi-coordinated higher arts education internal quality monitoring main body composition,second,based on the content analysis of the literature related materials of the 19 typical cases of “New liberal arts” construction identified by “New liberal arts” working group of the Ministry of Education,the main elements of the internal quality of higher liberal arts education are identified,the third is to explore the method and technology of internal quality monitoring of higher liberal arts education.Finally,it constructs the framework model of the internal quality monitoring system of higher liberal arts education,and explores the effective operation strategy of the internal quality monitoring system of higher liberal arts education from the practical level.It is necessary to optimize the top-level design and grass-roots scheme,strengthen the coordination mechanism of multi-agent participation by building information platform,and promote the rationalization and standardization of monitoring results application And the construction of scientific and humanistic integration of the quality of cultural concept.
