Nearly a million students participate in internships each year in Liaoning Province.Internships not only effectively exercise student labor skills,but also contribute to a certain extent to the economic development of the province.However,the violation of students’ rights and interests in the process of internship is more common,so it is necessary to study the problems of internship rights protection.This paper explores and summarizes the current situation of measures and implementation of protection of university students’ internship rights and interests in Liaoning Province,explores its problems and puts forward suggestions to further improve the protection of internship rights and interests.It will contribute to the promotion and regulation of internship for students by the government and the adjustment of rights protection policies;it will improve the ability of interns to protect and encourage and support students to prepare their employment;as a social talent resource after graduation,it will help students achieve the full effect of their human capital.This article is based on clarifying the conceptual definition of internship and its rights and interests.With Marx’s labor theory of value,Denhardt’s new public service theory and Schulz’s human capital theory,using literature research and survey research methods,the reasonable rights and interests of university students due to their participation in the internship labor process are explored,by focusing on examining the interests component of their rights and interests.The development of laws,regulations and policies related to the protection of internship rights and interests in China.Combining the contents of the current relevant policies in Liaoning Province as the basis,the current situation of the protection of students’ rights and interests are investigated and concluded.Then,the inadequacy of the protection measures for internship is analyzed.The main problems such as the content of relevant policies in Liaoning Province is not easily implemented,the basic measures of rights and interests protection are not in place,the policy of internship coverage model is missing,and the channels of internship protection are not smooth,etc.In addition,the reasons for the above problems are analyzed.Therefore,in order to enhance the protection of interns’ rights and interests,the following three aspects are recommended.Firstly,the policy design and institutional arrangement should be adjusted.Internships will be given the status of "quasi-worker" and the content of the labor standards will be regulated.Secondly,the promotion of innovation in the field of government services and supervision.It is recommended to change the concept of talent development and to deepen the preventive supervision idea,and established an internship information service platform.Moreover,it is proposed to promote intelligent regulatory technology innovation.The third is the provision of internship institutionalized channels for the protection of rights.It is suggested to build a sensible mechanism for the maintenance of internship and set up an institutionalized union-based maintenance.
