| The 19 th Party Congress clearly put forward “accelerating the construction of a strong sports country”,kicking off the construction of a strong sports country.As an important content and key grasp to promote the construction of a strong sports country,the construction of “strong sports provinces”,“strong sports cities” and “strong sports counties” is gradually gaining attention across the country.The importance of In December 2017,the People’s Government of Hubei Province issued the “Opinions of the Provincial People’s Government on Accelerating the Transformation of Development and Promoting the Construction of a Strong Sports Province” to carry out the construction of a strong sports province on a “pilot basis” and make some achievements.In the new era,especially after the introduction of the“Outline for the Construction of a Strong Sports Province”,a new connotation and new mission have been given to the strong sports province.In this context,this paper focuses on the construction of a strong sports province in Hubei Province,with a view to providing reference for adjusting the construction strategy of a strong sports province in Hubei Province with the times.Firstly,based on the literature method,the theoretical basis of the construction of a strong sports province is clarified by explaining the connotation of the times,value implications and implementation measures of a strong sports province,as well as the connotation and mechanism of policy innovation and proliferation.Then,using the content analysis method,we analyze the programs of strong sports provinces introduced across the country to clarify the main contents of the construction of strong sports provinces from the policy perspective: the policies of strong sports provinces tend to focus on mass sports and competitive sports,followed by sports industry,and sports culture and sports security receive less attention.Subsequently,by comparing the outline of the construction of a strong sports country at the national level and the construction of a strong sports province in Jiangsu Province,we can clarify the causes of the differences in the effectiveness and effects of the construction of a strong sports province in Hubei from the policy implementation level: most of the goals of the construction of a strong sports province in Hubei have been accomplished,and it ranks high in the national position but still has differences and lags behind the effects of the construction of a strong sports province in Jiangsu Province;the lack of development momentum and long-term development plans for the construction of a strong sports province in Hubei are the reasons for its low performance in the national level.The lack of long-term development planning is an important factor in the difference of its position in the construction of strong sports province in the country;Hubei’s economic base,geographical conditions,financial support,and policy guarantee strength are weaker than Jiangsu’s,which is an important factor in the difference of its effect with Jiangsu’s strong sports province construction.Finally,based on the above study,we propose countermeasures and suggestions to promote the construction strategy of Hubei’s strong sports province:(1)strengthen the development momentum,plan long-term development goals,and optimize the construction program of Hubei’s strong sports province;(2)enhance the practicality and innovation of task measures in terms of mass sports,competitive sports,sports industry,and sports culture;(3)use geographical location and natural resources to highlight regional advantages and characteristic sports projects;(4)strengthen financial support and policy protection. |
