In September 2019,General Office of the State Council officially prints Outline for Building China into a sports Country,put forward the strategic goal and task around the physical literacy,“physical literacy” will become the key word of children and youth sports.Children and young people are the core group for the development of national sports undertakings and the foundation for building a powerful country in sports,to improve the physical literacy of children and teenagers is of great significance to the construction of sports power.Therefore,it is the primary task of current school physical education to carry out research on the development of physical literacy of children and adolescents.This paper adopts a variety of research methods,such as literature research,interview and questionnaire survey,to sort out and analyze the related concepts and connotations of physical literacy,to formulate an evaluation system suitable for Level 3 students’ physical literacy,and take Level 3 students in Shangrao City as the research object,investigate the physical literacy,evaluate the degree of physical literacy and the problems and influencing factors in the development process,then,based on the excellent experience of promoting and developing physical literacy abroad,this paper puts forward the development strategy of physical literacy for Level 3 students.The study found that the overall level of physical literacy of Level 3 students in Shangrao City was below the medium level.There are some differences in the level of physical literacy between male and female.The level of physical literacy of female students is better than that of male students(P<0.05);The physical literacy level between grade five and grade six is the same,there is no obvious difference.It is manifested in the uneven development of four dimensions of physical,emotional,cognitive and daily behavior,the affective dimension is the highest,Students show good motivation and sense of self-worth;The physical dimension quality is low,including poor physical function,low overall physical quality,master the project degree is shallow;Both the cognitive dimension and the daily behavior dimension need to be improved,and the lifelong sports consciousness is not strong;In addition,the development of physical literacy is closely related to the environment.There are direct or indirect influencing factors in the three fields of family,school and community.In order to better promote the development of students’ physical literacy and promote the foundation construction of sports power,this paper puts forward some relevant strategies for the development of Level 3 students’ physical literacy: Improve the concept and policy system of physical literacy,and give play to the guiding and guiding role of policies;Based on the concept of physical literacy education,improve the school physical education curriculum system;Cultivate physical literacy and professional ability of physical education teachers,and build a team of high-quality physical education teachers;Build a bridge of“home-school-community” cooperation,and improve the mechanism of collaborative education.
