In July 2021,the general offices of the Communist Party of China Central Committee and the State Council have introduced a guideline to ease the burdens of excessive homework and off-campus tutoring for students undergoing compulsory education.The guideline stresses that the burdens of excessive homework and off-campus tutoring for students under compulsory education should be effectively reduced,the fundamental task of cultivating virtues and talents should be fulfilled,and promote the well-rounded and healthy development of students.The guideline calls for a comprehensive reduction in the total amount and time of homework to reduce the heavy homework burden on students.Specific measures about the guideline include: improving the homework management mechanism,categorizing and clarifying the total amount of homework,improving the quality of homework design,strengthening guidance on homework completion,and helping students make use of their spare time scientifically.Since the implementation of the "double reduction" policy,local education administration departments have issued specific implementation rules based on the actual situation to accelerate the implementation and promotion of the guidance.Homework management is in the spotlight,and there is a need to actively explore how to manage homework in a more scientific way.Focusing on the background of "double reduction" policy and aiming at the specific needs of scientific management of morality and rule of law activities in middle schools,this study conducted an investigation and research on the operation management of morality and rule of law discipline in F Middle School of Fusui County.First of all,through the questionnaire survey and interview with teachers and students,we found out the current situation of the assignment management of morality and rule of law in F Middle School in the aspects of layout,design,evaluation,feedback and so on,as well as students’ expectations for the assignment of morality and rule of law.Secondly,through the concrete analysis,some problems in the current management of morality and law discipline assignments were found.At the present stage,the teachers and students of F Middle School have a certain understanding of the significance of the homework of morality and rule of law,but the homework at this stage do not serve their intended purpose,and the teachers and students do not have a strong awareness of homework management.Students generally felt that the amount and difficulty of homework is acceptable,but they believed that homework had not changed much before and after the implementation of the "double reduction" policy.The school does not have a specific unified homework management system,and teachers do not carry out homework design scientifically.The form and evaluation of homework are too simple.Finally,according to the policy requirements and the theory of scientific management,the author proposes some strategies for scientific management of operations.At last,the school should establish and improve the rules and regulations of morality and rule of law operation management,and strengthen supervision and management.Teachers should change their concepts,pay attention to the design,evaluation and feedback of homework,and do a good job of analysis,feedback and guidance.Students should set up the correct view of homework,improve the ability of self-learning,self-management and self-reflection.Parents should change their mindset,actively participate,promote home-school communication,and provide more help and guidance.
