The "double reduction" policy is an inevitable choice for today’s education reform and development,and the implementation of this policy involves many factors,among which "management of assignments" is a very important one.It has been more than a year since the introduction of the "double reduction" policy,what is the current status of homework management in primary schools? Is there a need to optimize the management? This paper is an attempt to explore these issues in the context of the "double reduction".This study uses questionnaires,interviews,case studies and other methods to investigate the current situation of homework management in primary schools under the "double reduction" policy,and to reveal the real problems of homework management in school X in Suzhou Park,drawing on Smith’s model theory,action theory,game theory and other relevant theoretical foundations.These issues mainly include: lack of precision in management texts and supervisory bulletins,poorly articulated job design management requirements,lack of focus on operations management related training,lack of cooperation between home and school homework management.Then,the main reasons for these problems are analysed at four levels: government,schools,teachers and parents.These reasons include:inadequate government design of the relevant policy system,financial support is not sufficiently active and clear,late attention to and poor interpretation of the policy by schools,unclear authority and responsibility at all levels of school management,teachers have a poor understanding of the function of homework,teachers are distracted by too many non-teaching tasks,parents have different ideas about homework education,the boundary of authority and responsibility between home and school for both parties is unclear.In response to the analysis of the above problems and causes,the thesis proposes the main countermeasures for optimising the management of primary school work:firstly,the government system should be fully developed;secondly,the school system should be improved and supported;thirdly,the teacher team should be accelerated;and fourthly,parents’ cognitive adjustment should be put in place.The "double reduction" is a major restructuring of our basic education landscape,reducing the burden is not a simple matter of just cutting back.Although "homework management" is mainly the responsibility of schools,the whole society should strengthen the supply of public education,and schools,families and society should all take responsibility for the management of children’s homework and provide better quality public education services.
