For a long time,influenced by the pressure of entering a higher school,choosing a school and evaluating schools and teachers,primary and secondary school students in China generally have a heavy burden of homework and many extra-curricular training projects,which seriously squeeze the normal rest,entertainment and extra-curricular activities of primary and secondary school students,which is not conducive to the healthy growth of students,hinders the all-round development of students’ morality,intelligence,physical fitness,beauty and labor,and brings unnecessary burdens to parents and teachers.The phenomenon of overburdened students has attracted great attention of the state.In July 2021,the General Office of Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Reducing Students’ Homework Burden and Off-campus Training Burden in Compulsory Education Stage(referred to as the “Double Reduction” Policy),which launched a comprehensive management action to reduce the excessive schoolwork burden of primary and secondary school students in compulsory education stage.After nearly two years of operation,how about the implementation of “Double Reduction”policy?Especially in northern Shaanxi,does “Double Reduction” policy really play its role?What problems still exist in the implementation process? Based on this,this paper selects the northern Shaanxi region as the research object,based on relevant theories,conducts a comprehensive investigation on the implementation of “Double Reduction” policy of compulsory education in northern Shaanxi region,and analyzes the causes of the problems through the survey results.Based on the typical cases of the implementation of the “Double Reduction” policy in primary and secondary schools in China and the actual situation in northern Shaanxi,this paper puts forward some countermeasures and suggestions for the further implementation of “Double Reduction” policy in northern Shaanxi.Firstly,by collecting and sorting out the relevant research literature on the issue of reducing the burden of students at home and abroad,we can further grasp the current situation and development trend of the research on the policy of reducing the burden of students.Among them,foreign relevant research mainly combs from three aspects:students’ burden reduction,students’ schoolwork burden and after-school service policy and implementation strategy.Domestic relevant research status combs from the compulsory education stage of government departments’ burden reduction policy,the historical evolution and implementation dilemma of national burden reduction,the implementation path of “Double Reduction” policy,after-school extended service and after-school service.Finally,the related research at home and abroad is summarized.Secondly,it investigates the current situation of the implementation of “Double Reduction” policy of compulsory education in northern Shaanxi.The questionnaire of teachers,parents and students and the interview outline of teachers and leaders were designed to investigate and interview the implementation of “Double Reduction” policy of compulsory education in northern Shaanxi.It is concluded that schools and parents in northern Shaanxi have a certain degree of recognition of “Double Reduction” policy and have achieved some results;the after-school extended service of schools in the compulsory education stage in northern Shaanxi is well carried out;but there are still some problems in the implementation of the policy.Thirdly,from the management level,school level and social level,the causes of the implementation of “Double Reduction” policy of compulsory education in northern Shaanxi are analyzed.According to the investigation and analysis of the current situation of the implementation of “Double Reduction” policy of compulsory education in northern Shaanxi in the third chapter,combined with the characteristics of northern Shaanxi,based on relevant theoretical guidance,it gives in-depth analysis of the causes of the problem.Finally,through the analysis of typical cases of the implementation of “Double Reduction” policy in primary and secondary schools throughout the country and the enlightenment,combined with the actual situation in northern Shaanxi,this paper puts forward some reasonable and feasible countermeasures to further implement “Double Reduction” policy.First,the local government education department should attach great importance to the implementation of the policy,adapt to the requirements of the policy,and reform the school evaluation criteria as well as improve the reward and punishment measures for the implementation of “Double Reduction” policy;Second,schools should enhance the awareness of primary and secondary school leaders and teachers on the importance of implementing “Double Reduction” policy,further improve the measures to promote the implementation of “Double Reduction” policy in schools,and actively promote the implementation of “Double Reduction” policy in accordance with the actual situation of different schools in different places;Third,parents should correctly understand the significance of the state’s “Double Reduction” policy,and actively cooperate with schools to implement the burden reduction work.Families,schools and society should work together to promote the effectiveness of “Double Reduction” policy.
