Graduate education is at the forefront of China’s higher education system,shouldering the responsibility of delivering high-level talents to the country and society.Therefore,both the government and the Ministry of Education and other management departments pay great attention to the work of graduate education.Since the 1980 s,China has implemented the "three assistance and one assistance" system for graduate education.Over the past few decades,policies related to the "three assistance and one assistance" work have undergone multiple transformations and implementation.With the promotion and development of education departments and universities,the investment mechanism for graduate education has gradually been improved and significant development has been achieved.In recent years,with the continuous expansion of the enrollment scale of graduate students in Chinese universities,the number of students enrolled has been increasing year by year,and universities are facing huge challenges in terms of funding and training quality for graduate students.Based on the "Three Assists and One Assistance" policy issued by the Ministry of Education,the "Management Measures" for the "Three Assists and One Assistance" work formulated by various universities are of great significance for improving the quality of graduate education.However,compared with the new situation and new requirements of higher education reform and development in the new era,the implementation and development of the "three assistance and one assistance" policy for graduate students in China is relatively slow,and the methods and methods of implementing the policy are slightly lagging behind.Therefore,how to ensure that the "three assistance and one assistance" policy for graduate students is implemented to achieve the function of graduate education and promote high-quality cultivation of graduate students has become a focus of attention for the country,universities,and all sectors of society.In order to deeply explore the implementation effectiveness of the "three assistance and one assistance" policy for master’s students in universities,this article combines existing research results and establishes the research approach of this article.The human capital theory,achievement needs theory,and career development theory are selected as important theoretical foundations for this article.Survey and case study methods are used to conduct current research on master’s students,mentors,and functional departments related to the two provinces and three universities,Through the statistics and induction of research data,combined with the analysis of the effectiveness of the implementation of the survey results and the differences in implementation effectiveness,the author found that there are currently problems such as inadequate policy implementation,unreasonable job settings,and insignificant implementation effectiveness.In response to the main problems that exist in the current implementation process,the author combines the results of a questionnaire survey and interviews to analyze the reasons from three dimensions: management level,institutional level,and teacher student level.Finally,the author adheres to the principle of problem orientation and proposes the following strategies to enhance the effectiveness of the implementation of the "three assistance and one assistance" policy for graduate students in universities,starting from the problems themselves and the causes of the problems.Firstly,school managers should improve the pre job training system and the post job evaluation mechanism;Secondly,job implementers should reasonably set up positions according to needs and strengthen the guiding concept of "full process education".Thirdly,graduate students should update their personal value cognition and improve their personal management abilities.
