Study On The Employment Assistance Policy For The Elder Unemployed In Shanghai

Globalization has suffered repeated setbacks in the face of major changes not seen in a century.As a super-large economy deeply participating in the world economy,our economic development and employment situation are facing great challenges.The problem of unemployment is becoming more and more concerned and studied by all circles.In different groups of unemployment,it is more difficult for the old unemployed to find employment,and it is difficult to solve the problem by market-oriented approach.At present,the employment assistance policy of Shanghai is more mature and has been ahead of most provinces and cities.Based on the study of the employment assistance policy for the elder unemployed in Shanghai,this paper summarizes its main contents and development process,and further analyzes the contents of policy coordination in the relevant policy texts,to find out the problems and reasons in the employment assistance policy for the old unemployed.On this basis,the paper uses the relevant theories of public management to propose targeted countermeasures,in this way,we can improve the employment assistance policy for the old unemployed in Shanghai and provide experience for other provinces and cities to optimize the employment assistance policy,so as to better guarantee the realization of fair employment for the old unemployed.The basic logical framework of the paper is as follows:First of all,according to the specific characteristics and social background of the employment assistance policy for the elderly unemployed,the development process is divided into exploring development stage,stable development stageand breakthrough development stage,and multi-perspective of the elderly unemployed employment assistance policy experience of the framework of the formation,steady promotion and breakthrough development of the evolution process.Secondly,this paper combs the main contents and basic situation of the employment assistance policy for the elder unemployed in Shanghai from five aspects: job supply,skill training service,public service construction,social security assistance,financial and tax assistance,etc..Finally,with the help of NVIVO11,this paper analyzes 104 employment assistance policies for the elder unemployed in Shanghai,this paper measures and analyzes the degree of policy coordination of the employment assistance policy for the elder unemployed in Shanghai from four aspects: policy subject,policy objective,policy tool and policy effectiveness.The above analysis finds that the following problems exist in the current employment assistance policy for the aged unemployed in Shanghai: the precision of the policy goal is not high,and the policy goal of providing assistance for the aged unemployed is gradually vague;The participation of policy entities is low,with the exception of the Ministry of Human Resources and Social Security of the People’s Republic of China sector,the participation of other government departments and social forces is insufficient,and the synergy of policy instruments is limited,the crowding of policy tools and the lack of policy tools exist at the same time,and the policy preference is obvious.The utilization rate of policy resources is low,and the policy propaganda is not strong.The main reasons for these problems are as follows:the rapid economic development in Shanghai leads to the mismatch between the demand for jobs and the employability of the older unemployed;The increase of employment vulnerable groups and the development of high-quality talents caused by the increase of social problems led to the change of the focus of policy;The characteristics of older unemployed persons,such as older age and heavy burden,restrict them from re-employment and aggravate the phenomenon of employment discrimination.In view of these problems,the government should enhance the level of comprehensive services,give full play to the role of different policy subjects of the government and society,and make rational use of social resources,to strengthen the dissemination of correct employment concept,correct employment discrimination and promote the transformation of social employment concept;to clarify the target orientation,and fully emphasize the importance of the target of policy assistance,to guide the in-depth development of the Employment Assistance Policy,break through the policy inertia,to improve the construction of the policy system,and to urge all departments to recognize the importance of the employment assistance policy for the elderly unemployed,we will steadily improve the overall effectiveness of employment assistance policies,rationalize the allocation and use of policy tools,improve the pertinence of policy tools,and achieve innovative development of policy tools.
