With the development of a new round of curriculum reform,the Ministry of Education promulgated the "Standards for Ideological and Political Curriculum in Ordinary High Schools(2017 Edition Revised in 2020)",to cultivate students’ core literacy in ideological and political disciplines as the curriculum goal,in order to achieve this goal,high school ideological and political courses have introduced issue-based teaching,in order to take it as a key starting point for shaping activity-oriented subject courses,and promote the transformation of teachers’ teaching methods and students’ learning styles.Therefore,the author analyzes the implementation status of issue-based teaching through three stages: pre-class preparation,in-class implementation and post-class evaluation,and analyzes the teaching strategy of topic-based teaching in high school ideological and political classroom teaching based on relevant theories and practical teaching cases,in order to contribute to the development of topical teaching in high school ideological and political courses from the perspective of core literacy.In addition to the introduction,this article is mainly divided into the following three parts:In the first part,it first discusses the relevant concepts involved in problem-based teaching from the perspective of subject core literacy,such as core literacy,high school ideological and political subject core literacy and issue-based teaching,clarifies the relevant theoretical basis,and systematically expounds that the relationship between issue-based teaching and subject core literacy should complement and promote each other.Finally,it is clarified that the application of issue-based teaching in the perspective of subject core literacy is conducive to the construction of activity-based subject curriculum,the cultivation of students’ core literacy and the promotion of teachers’ professional development.The second part expounds the application status and problem analysis of topical teaching in high school ideological and political courses from the perspective of core literacy.Through questionnaires,teacher interviews and the author’s own educational internship experience,the problems existing in the current topical teaching before,during and after class and the causes of the problems were analyzed.Part III;This paper expounds the teaching strategy of topic-based teaching of high school ideological and political courses from the perspective of core literacy.Divided into three stages:pre-lesson preparation,in-class implementation and post-class evaluation,pre-class preparation should first examine the topic from different angles,correctly grasp the connotation of the topic,then take the activity-oriented subject curriculum as the axis,follow the topic design principles,and finally take the core literacy of the subject as the guide to integrate the teaching objectives of the issue.The implementation in the classroom should create effective topic situations,skillfully set up a variety of topic activities,expand and extend the value of topics,so as to implement the core literacy of the subject,promote students’ critical inquiry,and promote students’ diversified development.After-class evaluation should follow the correct evaluation principle and improve the diversified evaluation mechanism.
