The educational supervision system is an indispensable scientific management method for modern education.All kinds of educational activities carried out in China are inseparable from the supervision and guidance of the educational supervision system.With the development of new educational concepts and modern information technology,the educational supervision system also needs to constantly innovate itself to adapt to the development of the times.The responsibility for school supervision and listing supervision system is a pioneering work in the self-reform of chinese education supervision system.In September 2013,the Office of the Education Steering Committee of the State Council formulated and promulgated "Measures for the Supervision and Listing of Responsible Supervision of Primary and Secondary Schools".Immediately,Fujian province also formulated corresponding implementation rules according to the actual situation of the province,and implemented them in primary and secondary schools in the province.This research adopts the method of literature research,historical research and interview investigation to study the implementation situation of the responsibility for school supervision and listing supervision system in primary and secondary schools in Fujian province.This research first adopts the historical research method,from the educational supervision system of ancient Fujian province to the education supervision system of modern Fujian province,to sort out the implementation background of the supervision system of primary and secondary schools in Fujian province,and hopes to provide historical experience for implementing the responsibility supervision system for Fujian province by taking ancient lessons from the present.Then,this research expounds the realistic background of implementing the supervision system for primary and secondary schools in Fujian province from three perspectives: deepening the needs of the school supervisor responsibility area in Fujian province,changing the needs of the management functions of education public services in Fujian province,and strengthening the requirement for regular supervision of primary and secondary schools in Fujian province.Secondly,this research analyzes the establishment of listed supervision institutions in primary and secondary schools in Fujian province from the aspects of composition,characteristics,functions,personnel,etc.by means of interview and investigation.Through investigation and analysis,it is known that the listing supervision system of primary and secondary schools in Fujian province is mainly implemented through five aspects to Implement relevant work requirements: the comprehensive deployment of listing supervision,the formulation of detailed rules for the implementation of regulations,the implementation of the "Four Ones" supervision project,the establishment of a listing supervision platform and the establishment of school supervision rooms.Through the investigation,it is found that the measures of implementing the listing supervision system have made certain achievements in education in Fujian province,which are mainly reflected in the further improvement of the education supervision mechanism;the supervision effectiveness of primary and secondary schools has been further strengthened;the educational satisfaction of primary and secondary schools has been further improved;The connotative development of primary and secondary schools has been further enhanced.However,the survey results also reflect some problems in its implementation.First,the construction of the responsible inspector team is not very professional;second,the responsibility inspector’s self-identification is unclear;third,the supervision work is unevenly carried out in various places;fourth,the assessment mechanism of the inspector team is not perfect.Finally,based on the current situation of implementation in Fujian province,this study puts forward the following opinions.The first is to strengthen professional construction and build a high-quality responsible inspector team;the second is to strengthen standardization construction,clarifying the powers and responsibilities of responsible inspectors;the third is to strengthen the construction of standardization,and attach importance to the feedback and application of educational inspection results;fourth,strengthen standardized construction,improve Responsible for the supervision of the team to standardize management,in order to further promote the development of primary and secondary education in Fujian province.
