Industrial talents refer to a type of technical knowledge-based labor force in the labor market that affects industrial development due to changes in supply and demand.Many regional governments compile talent demand catalogs every year based on local development needs,which serve as the main basis for future talent work.In recent years,industrial talent demand research has also gradually shifted to a data-driven micro direction,in which recruitment data can provide a lot of real information.However,the traditional occupational classification is still used as the main tool for statistics and research on the labor market in China,and the occupational information network capable of handling recruitment data in a mature manner has not yet been built.The confusing recruitment demand distracts from the real industrial talent demand,and the resulting observations are difficult to be applied.In addition,according to labor economics,the identification of industrial talent supply and demand at the micro level requires clarifying the difference between the demand for industrial talent in urgently vacancy and the demand caused by the normal flow of industrial talent at first.In this regard,this paper constructs a methodological framework for industrial talent demand identification,constructs a occupational and technical knowledge network based on the content of job advertisements and incorporates it into a job supply and demand matching model,and identifies industrial talent demand from technical knowledge characteristics.This paper follows the design principle of " multiple windows,common language and hierarchical taxonomy",and the occupational and technical knowledge network is based on cross-job descriptors and occupation classification methods.The proposed job supply and demand matching model divides the four supply and demand relationships of flow,urgently vacancy,saturation and guidance,and combines the two to realize the multi-layer occupational and technical knowledge network of industrial talent demand under the occupational classification and supply-demand relationship.And combined with the actual situation of Shanghai IC industry,we provide suggestions for the current industrial talent work.It is found that the occupational qualification qualifiers and technical knowledge add-ons in the cross-job descriptors are heterogeneous,so the job description pattern is generally "occupational qualification qualifiers-general technical knowledge add-ons"or "occupational qualification qualifiers-general technical knowledge add-ons-specialized technical knowledge add-ons"."The multi-layered occupational and technical knowledge network constructed according to this model has more technical knowledge subgroups separated from each other as the division of labor deepens;it is also found that there are differences in the technical knowledge demands of industrial talents in different supply and demand relationships,and technically difficult and creative occupations are more likely to be in urgently vacancy,and their technical knowledge structures are complex and the boundaries of technical knowledge subgroups are blurred;through the identification of technical knowledge subgroups in the occupational and technical knowledge network,it is possible to identify the demand for industrial talents.The identification of the technical knowledge subgroups of the occupational and technical knowledge network can realize the accurate identification of the industrial talent demand.Finally,applying the method to Shanghai IC industry,the identification results are verified in the existing shortage talent catalog and the corresponding technical knowledge needs are identified more precisely.Therefore,it provides more direct guidance for the government talent work with a directory of urgently vacancy industry talent needs and a directory of key technical knowledge needs,and provides suggestions for industrial talent work policies.
